Joint Committee (JC) on Disputed Bills reports to the Plenary Session of the National Council.

As per Section 52 of the Legislative Rules of Procedure, “…during the course of the proceedings of the Joint Committee, the Members shall report back to their respective Houses on the status of disputed provisions of the bill for their comments.”

 

Accordingly, the Deputy Chairperson of the JC to Lhengye Zhungtshog (LZ) Bill 2020 shared the discussions held on seven disputed sections of the Bill with the House. The Deputy Chairperson of the JC on Mines and Minerals Management Bill (MMMB) 2020 also reported the same.Similarly, the house expressed their views and comments to further substantiate the discussion during their later JC meetings.

 

Owing to the disputed sections in LZ and MMM Bill 2020 between the two Houses, His Majesty The King issued a Royal Kasho for a Joint Sitting as per Article 13, Section 8 of the Constitution of the Kingdom of Bhutan. Therefore, the Parliament of Bhutan will endorse the bills in its upcoming session.
