Honorable Members of the National Council Attends Presentation on Farm Roads

Honorable Members of the National Council led by Honorable Chairperson of the Good Governance Committee attended a presentation on issues concerning farm roads in the country and procedures outlined in the Guidelines for Farm Road Development. The Presentation was made by officials from the Agriculture Engineering Division, Department of Agriculture under the Ministry of Agriculture and Forests.

Mr. Karma Tshethar, Chief of the Agriculture Engineering Division made a comprehensive presentation on the Guidelines for Farm Road Development 2013 and its revision in 2019. The presentation covered context and rationale of the Guidelines, its strategic objectives, screening criteria, selection and prioritization, planning and budgeting, feasibility studies, construction and supervision, operation and maintenance, monitoring, and institutional arrangements for farm road development. The Presentation also highlighted that some of the provisions revised in 2019 are with regard to screening criteria, planning and budgeting, construction responsibilities, and supervision. Following the Presentation, Honorable Members discussed at length to counter the challenges and limitations of implementing and enforcing the Guidelines and importance of its awareness at the Local Government level. The discussion also noted that it is imperative for different stakeholders to coordinate and collaborate in pursuing farm road development in the country.   

Honorable Chairperson of the Good Governance Committee thanked the officials from the Ministry and acknowledged that such meeting and presentation is necessary as problems associated to farm roads are all across the country.
