SCAC met with MoE, NCWC and RBP today

The Social and Cultural Affairs Committee (SCAC) met with the Ministry of Education (MoE), National Commission for Women and Children (NCWC) and Royal Bhutan Police (RBP) today.

The Social and Cultural Affairs Committee (SCAC) met with the Ministry of Education (MoE), National Commission for Women and Children (NCWC) and Royal Bhutan Police (RBP) today.

The NCWC made a presentation on their mandate and services. Last year, 448 clients availed counselling services through the 1098 hotline on various mental health issues. Through the discussions, the Director General Dasho Karma Drukpa and Protection Officer also highlighted the challenges on the lack of support to implement the provisions of the Child Care and Protection Act (2011), such as the creation of child homes, special and after care homes for children in difficult circumstances as well instituting Protection officers in the Dzongkhags.

Likewise, the MoE also presented a status of mental health issues among school children and adolescents. Currently, there 177 Counsellors in about 600 schools across the country. The MOE Secretary, Dasho Karma Tshering informed the committee that a Protocol for Student Safety and Well Being will soon be presented to the Cabinet. 

The RBP shared their data on Suicide and Attempted Suicide for the last 5 years. From 2016 till date, 552 cases were recorded, while 192 cases of attempted suicide were recorded.

Their data showed that by occupation, suicide is highest among farmers, and it is also the second  highest in case of attempted suicide. Relationship issues and neglect of the eldery are also among some of the causes of the suicide cases recorded by them. 

The full findings will be released during the Committee presentation in the winter session.

Tomorrow, SCAC will meet with other Civil Society Organizations on the same agenda.
