The Ministry of Health (MoH) is pleased to reannounce two (2) slots for the Master’s program under the Japan International University of Health and Welfare (IUHW) Scholarship, School of Public Health (SPH) for the 2027-2028 intake, as outlined below:

1. Eligibility Criteria:
● In-service candidates from the Ministry of Health, National Medical Services and Jigme Dorji Wangchuck National Referral Hospital who meet the requirements under the section 7.7.4 of the BCSR 2023;
● Clean Service record.
2. Documents required while applying
● No objection certificate from the HRC of the Dzongkhag/Working agency;
● Academic certificates and transcripts.
3. Application procedure and deadline
Interested and eligible candidates must submit applications using the following link on or before 1
October 2026 before 5:00 PM.

4. Shortlisting and Selection procedure
● Candidates will be shortlisted as per Form 7/8 Click here of the HR Manual 2023
● Selection of candidates will be purely based on merit ranking of the selection result;
● Please note that the final selection will be done by IUHW. Further, the selected candidates may have to submit additional documents as per the requirements of the University which will be directly communicated to the selected candidates.
5. Post selection procedure
Upon confirmation of admission, the selected candidate shall submit LTT STUDY LEAVE
APPLICATION FORM 7/B Form-7_B.pdf available on RCSC website.
6. Important note
● Applications received without the endorsement of the HRC of their working agency and with incomplete documents will not be accepted for the purpose of shortlisting;
● Selected candidates shall be required to undertake drug test and will have to pass the test to be eligible for the scholarship;
● Only those candidates who are committed to this scholarship should apply;
● In case the selected candidates withdraws from the scholarship due to various reasons after
announcement of selection result, the scholarship shall be offered to the standby candidate;
● Those who have already applied need not apply again.
Selected candidates withdrawing from the scholarship once selected will be required to maintain a
cooling period of 2 years to be eligible for study leave for dishonouring the scholarship after the
Scholarship Acceptance Letter; and
The selected candidates upon successful completion of the scholarship will be deployed to relevant
departments of MoH as per the approved 13 FYP staffing.
