The Ministry of Health is pleased to announce the availability of scholarship for Master of Healthcare
Administration, the Young Leaders’ Program 2026 (YLP), under the Japanese Government (MEXT)
Scholarship for October 2026 intake:

1. Eligibility Criteria
● Should fulfil all eligibility criteria as per Section 7.7.4 of BCSR 2023;
● Should have bachelor’s degree at the time of entry into civil service or be selected
through BCSE;
● Clean service record; and
● Should fulfil all the scholarship eligibility requirements (Click here for details).
2. Age Criteria
● Under 40 years old as of October 1, 2026 (i.e. born on or after October 2, 1986)
3. Competency in English
● A minimum IELTS (Academic) score of 6.0 or TOEFL-iBT score of 80 or equivalent
4. System-generated Information
The following information shall be generated from ZESt for shortlisting. Therefore, applicants need to
verify the information by logging into Self-Service Portal, ZESt at https://zest.rcsc.gov.bt/ within the
scholarship application deadline:
● Curriculum Vitae (CV); and
● Moderation score/Performance Evaluation Ratings (IWP) for past two financial years
(2023-2024 & 2024-2025)
5. Documents required while applying
● No Objection Certificate from the HRC of NMS/Working Agency;
● Degree Certificate and transcripts;
● Individual Achievement Certificates after entry into Civil Service (Voluntarism/Community
Service, Extracurricular activities/Publication or Peer Reviewed Research/Professional
Recognition/Civil Service Award); and
● A copy of a valid Bhutanese Citizenship Identity Card.
6. Application procedure and deadline
Interested and eligible candidates under the Ministry of Health and National Medical Services who
meet the above eligibility criteria must submit the above documents using the following link within 27
September 2025 before 5PM: https://forms.gle/t9oqcbUFzrR8SzsG8
7. Shortlisting and Selection procedure
● Candidates will be shortlisted as per Form 7/8 - Google Docs of the HR Manual 2023
● First screening/selection of candidates by the Ministry of Health, Bhutan will be purely
based on merit ranking of the selection result;
● Second screening by host university based on application documents
● Third screening through interviews of candidates conducted by faculty members of
host university
● Primary selection based on total scores of the second and third screenings along
with comments of interviewers
● Final selection by the YLP committee established by MEXT
1. Post selection procedure
Upon confirmation of admission, the selected candidate shall submit the following documents to the HR
Division via email at hrd@health.hov.bt, two-three months prior to the course commencement date:
● LTT Study Leave Application Form 7/B available on RCSC website;
● Offer letter;
● Course content;
● Letter of Good Standing from BQCPA (clinical staff);
● Valid online approved Security Clearance Certificate;
● Valid online approved Audit Clearance Certificate (attach offer letter as evidence
document); and
● Medical Fitness Certificate (valid 6 months from date of issue).
2. Important Note
● Applications received without the endorsement of the HRC of NMS/working agency and
with incomplete documents will not be accepted for the purpose of shortlisting;
● Selected candidate shall be required to undertake drug test and will have to pass the
test to be eligible for the scholarship;
● Only those candidates who are committed to this scholarship should apply.
● In case the selected candidate withdraws from the scholarship due to various reasons
after announcement of selection result, the scholarship shall be offered to the standby
candidate; and
● Selected candidates withdrawing from the scholarship once selected will be required to
maintain a cooling period of 2 years to be eligible for study leave for dishonouring the
scholarship after signing the Scholarship Acceptance Letter.
