The City Development Office under the Gelephu Mindfulness City Authority (GMCA) invites Expressions of Interest (EOI) from interested and qualified firms/agencies to participate in the provision of aviation support services for the upcoming Gelephu International Airport (GLU).

The City Development Office under the Gelephu Mindfulness City Authority (GMCA) invites Expressions of Interest (EOI) from interested and qualified firms/agencies to participate in the provision of aviation support services for the upcoming Gelephu International Airport (GLU).
GLU is scheduled to be operational in December 2029 and is projected to serve approximately 389,000 passengers in its first year of operations.
The airport will serve as a key gateway to Gelephu Mindfulness City (GMC) and Bhutan. In the longer term, it is envisioned to develop into a regional hub for the greater South Asia region.
 
List of Aviation Support Services
Companies/ agencies may choose to express interest in one or more of the services listed below:
● Aircraft Rescue and Fire Fighting
● Air Navigation Services
● Meteorological Services
● Ground Handling
● Cargo Handling
● Inflight Catering
● Maintenance, Repair and Overhaul (MRO)/ Line Maintenance
● Fuel Farm and/or Bowsers
 
Eligibility Criteria
Only the firms meeting the following minimum criteria will be considered:
● Companies/ agencies which have at least 3 years of experience in providing the said aviation support service at a comparable airport
● Companies/ agencies which do not have the requisite 3 years of experience in providing the said aviation support service at a comparable airport, but possess a comparable minimum of 3 years of experience in providing the same technical service in another industry
Interested and licensed firms are requested to submit the EOI with the following documents:
● Copy of a valid Business License
● Summary of relevant experience in providing the said aviation support service at a comparable airport, or a comparable technical service in a different industry
● Company profile including years of operation, organisation chart, financial statement, information of senior executives, and information on the department handling the said aviation support service.
 
Submission Deadline
The EOI must be submitted via email on or before 6:00 pm (BST) on 8th April 2026, to the address below:

After the assessment and due diligence, the shortlisted firms will be provided with a request for proposal (RFP) for further actions and submission.
