Terms of Reference for the Position of In-charge-cum-Cashier, Petroleum Division (PD)

 

Position Title	Assistant Supervisor as Internal Auditor
Grade	10
Pay and Allowances	Pay scale- 21,540 – 540 – 32,340 (Basic Pay Nu. 21,540+ 20% Corporate Allowance and 60% Fixed Allowance on basic pay. Other Benefits: As per SRR 2018.
Type of Employment	Regular
Duty Station	Head Office, Thimphu
Reporting & Supervision	Manager, IAU and Chief Internal Auditor
Qualification and Experience	• Diploma in Finance/Accounting from a recognized institution. • Minimum of 2 years of relevant experience in Internal Auditing, Accounting, or Financial Management
Key Skills and Competencies:	• Good understanding of internal controls, risk management, and audit methodologies. • Sound knowledge of accounting and auditing standards and practices. • Proficiency in MS Office and familiarity with accounting or ERP systems. • Good communication and report-writing skills. • Ability to work independently as well as collaboratively in a team environment. • High degree of integrity, professionalism, and attention to detail
Key responsibilities	• Assist in preparing the annual audit plan and audit programs. • Conduct field audits of operational units, divisions, and Fuel Retail Outlets. • Perform detailed testing of transactions, records, and systems to verify accuracy and compliance. • Conduct Physical verification of inventories and spare parts. • Identify control weaknesses, irregularities, and areas for improvement. • Document audit findings and prepare working papers in accordance with audit standards. • Draft audit observations and assist in preparing audit reports. • Monitor and follow up on the implementation of audit recommendations. • Support the Internal Audit team in special reviews, investigations, and risk assessments. • Uphold ethical standards, confidentiality, and professionalism in all auditrelated activities.
