Deliberation on Tobacco Control (Amendment) Bill 2021 and Tax Bill 2021

Hon’ble Minister for Economic Affairs, Lyonpo Loknath Sharma, introduced the Tobacco Control (Amendment) Bill 2021 and Tax Bill 2021 to the House, today. The Tobacco Control (Amendment) Bill 2021 was presented as an urgent bill due to the increasing cases of smuggling of tobacco and tobacco products during the pandemic, which inadvertently have also led to the import of the virus. The amendment is aimed towards reducing the smuggling of tobacco and tobacco products and import of virus by allowing the sale, possession, and distribution of tobacco and tobacco products in the country.

Likewise, the Tax Bill is proposed to revise the existing 100% sales tax on tobacco and tobacco products to zero percent in order to prevent smuggling and illegal border crossing and the spread of the virus. However, the Bill would expire with the implementation of the GST Act which is scheduled for roll out from July 2022.

After the introduction, the Hon’ble Lyonpo responded to the questions pertaining to the impact of the amendment on the society and general health of the people; preparedness of the government to monitor strict adherence of the tobacco legislations; and whether the change would curb smuggling and illegal border crossing; among others.

The House, sharing concerns and reservations, adopted the Tobacco Control (Amendment) Bill 2021 and the Tax Bill 2021 for the greater cause of peace and sovereignty of the nation.
