1. PROJECT TITLE – Bhutan Sustainable Low–Emission Urban Transport System

 PROJECT DESCRIPTION:

With the objective to facilitate low-carbon transition in Bhutan’s urban transport sector by promoting wider uptake of low emission vehicles (LEVs), in particular, electric vehicles (EVs) as the preferred fuel source for transport in Bhutan, the Project Management Unit (PMU) under the Office of the Prime Minister is implementing the UNDP-GEF assisted project titled “Bhutan Sustainable Low-emission Urban Transport Systems”. The project creates and executes an innovative financial support mechanism and financial product for EVs in collaboration with local financial institutions and policymakers. It includes the extension of the charging infrastructure network as well as the development of a viable business model to assure the network's longterm viability, dependability, and growth. It is being implemented for a period of 4 years starting from September 2018 to September 2022 with the ambition to roll out 300 EVs for the taxi sector, with the reduction of 43,000 tCO2 over nine years. The project has three main components:

• Component 1: “Policy support for Low-emission transport” will remove policy and regulatory barriers hampering the growth of the LEV market.
• Component 2: “Awareness and capacity development” aims at addressing awareness, misconceptions, and capacity gaps and constraints regarding LEVS.
• Component 3: “Investment in low-emission transport systems and support services” will tackle barriers related to affordability of and access to finance for LEVs, as well as investment in electric vehicle supply equipment (EVSE).

The project was initially implemented by its implementing partner, the Ministry of Information and Communications (MoIC). The project is currently constituted under the Office of the Prime Minister with effect from June 2020. UNDP is the primary provider of oversight services, guidance, backstopping and also provides technical inputs.
