It is not permissible to transfer this invitation to any other firm.

A Consultant will be selected under Quality cost based selection and procedures described in this RFP, in accordance with the latest Procurement Rules and Regulations in force of the Royal Government of Bhutan.

The Proposals are to be submitted at the latest by 1st October, 2021 at 11:00 AM and the Technical Proposals will be opened at 11:30 AM.

1. Background

The office of the Bhutan National Commission for UNESCO, MoE in collaboration with the Department of Culture, MoHCA is embarking to document ICH and its significance to create awareness on the promotion and preservation of safeguarding ICH. This will be carried out through the video documentation, since the advocacy and awareness on ICH created through this medium will be more impactful and effective for disseminating the significance of ICH of Bhutan to the youth in particular.

2. Scope

The video documentary will cover the overview of ICH of Bhutan with its domains, highlighting the significance of 3 unique ICH elements from each domain. While safeguarding the richness of ICH of Bhutan, this documentary will in particular aim at bringing living heritage to education, as education can play a valuable role in safeguarding intangible cultural heritage. The video documentary will also show the tapestry of cultural elements in harmony with the communities and the environment.

3. Consultant selected for this assignment will perform the following indicative task:

Under the direct supervision of Bhutan NatCom and DoC, the consultant will be required to do the following:

3.1 The selected consultant will have to meet the relevant staff from DoC and get a briefing/guidance on the requirement of the content of the script.

3.2 The consultant will develop the documentary film’s overall script and scenario based on the requirements set by DoC and Bhutan NatCom.

3.3 Under the supervision of the Department of Culture, the consultant must visit selected sites and areas in the identified Dzongkhags and interview selected ICH bearers/custodians/ICH transmission processes as detailed below.

3.4 The consultant must visit selected sites and areas in the identified Dzongkhags and interview selected ICH bearers/custodians/ICH transmission processes. As stated in the “Scope” of this document, the selected consultant/firm will carry out the video documentary as detailed below:

3.4.1 the video documentary will cover the overview of ICH of Bhutan with its 5 domains,

3.4.2 will highlight the significance of a minimum of 1 unique ICH elements from each domain, from each dzongkhag.

3.4.3 this video documentary will also show the tapestry of ICH elements in harmony with the communities and the environment.

3.5 Produce professional photographs and audio visuals based on the requirements set in this ToR.

3.6 Perform appropriate video filming based on guidance of the DoC.

3.7 Present a draft video documentary for review of its contents.

3.8 The final copy right of the video documentary shall remain as the property of the Department of Culture.

3.9 Please refer the document titled “Introduction the Intangible Cultural Heritage of Bhutan” for detailed description of the ICH domains.

4. Output /Deliverables

4.1 Prepare and submit a script for the video documentary for approval before filming;

4.2 Present a final complete 15 minutes video documentary version, and hand over 2 master copies to Bhutan NatCom and DoC.

4.3 The narration must be in Dzongkha with English subtitles and portray the background of the country in the introductory part.

4.4 The video documentary must capture real people/characters/ICH bearers/custodians.

4.5 The resolution of the film should be in full 4K definition.

4.6 Submit raw pictures (300dpi), audio/video and edited video recording of the elements captured, and the footage of the recorded stories.

4.7 Submit a declaration stating that the pictures and audio/videos used in the film does not belong to anyone else or is not the property of others or are borrowed or copied from others.

5. Time frame: September - November 2021

The project is to be completed in a maximum period three months

6. Application instructions:

To apply for the specified work, interested firms and individuals should submit the following documents and fulfil the set requirements;

6.1 Service Provider’s qualification and experience/ Curriculum Vitae

6.2 Valid Trade license and tax clearance certificate.

6.3 Have a minimum 3 number of staff excluding the proprietor.

6.4 Have extensive experience in producing news, documentary films, TV programmes etc. (proof of experience is a MUST).

6.5 Excellent technical capacities (state of the art filming equipment preferably High Definition) to ensure smooth and high-quality production.

6.6 Able to produce high quality broadcast video on tight deadlines.

6.7 Availability to travel immediately, upon signing the contract.

7. Management and Implementation Arrangements

The consultant will be accompanied and guided by the member from DoC for the intended task. The consultant must strictly adhere and comply with the regulations of DoC. This consultancy will entail up to two months, including travelling, and of editing and reporting, beginning upon the signature of contract with Bhutan NatCom, MoE.

8. Copyright and Intellectual Property Rights

It shall remain as the property of the Department of Culture, MoHCA. The consultant may not use both photographs and video documentary, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate such works without prior consent from DoC, MoHCA.

9. Payment schedule will be as follows:

Payment shall be made in two instalments

1. 40% after delivery of work plan, shooting schedule and scripts.

2. 60% final payment upon submission of the final video documentary incorporating suggestions and recommendations from DoC and Bhutan NatCom, MoE.
