The Ministry of Labour and Human Resources is pleased to announce vacancy for the post of project assistant on consolidated contract as detailed below:

Objective and Purpose of the Assignment

 

The Department of Technical Education (DTE) Ministry of Labour and Human Resources (MoLHR) is seeking the services of a Project Assistant to be recruited in the Project Implementation Unit (PIU) under the Build Bhutan Project, (BBP) MoLHR to support and strengthen the implementation of Skills Training Programs conducted at TTIs. The Project Assistant is expected to directly report and work under the direct supervision of the PIU, Department of Technical Education, MOLHR.

 

Scope of Work

Coordinate and facilitate the implementation of Skills Training plans and activities at TTIs, including On the Job Training Programs and Recognition of Prior Learner (RPL) Assessment of the OJT trainees. Facilitate and implement decisions of the Project Steering Committee (PSC) meetings and liaise with the TTIs, OJT providers and other stakeholders.

 

Qualification and Experience Required

 

University degree with minimum of 2 years of experience in relevant fields. Excellent communication skills and ability to interact with all relevant people at all levels is an advantage. This includes language proficiency in English and Dzongkha, excellence in interpersonal relations, planning, coordination and teamwork.

Proficiency in the use of information technologies and common data and word processing software, including MS Office applications (MS Word and MS PowerPoint).

 

 

Detailed Tasks and/or Expected Output:

 

 

  1. Coordinate and facilitate the enrolment and implementation of BBP Skills Training and OJT Program with TTIs and various companies (OJT Providers);
  2. Conduct consultation meetings with PMU and stakeholders on the issues and challenges faced by the Trainees, Companies/OJT providers and TTIs;
  3. Facilitate the supply of Tools and PPE to TTIs in coordination with Procurement division of the ministry;
  4. Coordinate and follow up on the directives of the Project Steering Committee meeting, Project Management Unit meeting and review the progress of the implementation of Skills Training Programs and OJT;
  5. Provide administrative support to TTIs for the smooth functions of the Skills Training Programs;
  6. Attend PSC, MTR meetings and disseminate the decisions of the meeting to TTIs, OJT Providers and other stakeholders for implementation;
  7. Communicate, on a frequent basis, between the TTIs and PMU on the issues challenges faced by the Trainees, TTIs and OJT providers;
  8. Prepare progress reports on the status of enrolment, OJT and RPL assessment to be presented to Project Steering Committee
  9. Facilitate the utilization of budget for implementation of Skills Programs, timely release of funds from the finance division of the ministry to ensure smooth function of Skills Training and OJT Programs.

 

Position, Remunerations and allowances

  1. Appointment of BBP Project Assistant will be equivalent to P-5 level officer and therefore, his or her monthly salary will be fixed at par with those officer in P 5 position;
  2. In addition to monthly salary, He or She will be entitled for 20% of house rent allowances as admissible by BCSR 2018;

 

Other Emoluments and Benefits

 

The project assistant shall be entitled to Travel Allowance and Daily Sustenance Allowance (TA & DSA) as per the prevailing RGoB rules.

 

1.                  SErvice COntract

1. Appointment Terms

 

The Project Assistant shall be appointed for an initial term of one year with the possibility of extension based on the performance and delivery of the required outputs.

 

 

2. Premature termination of Contract

 

The contract of the employee could be terminated prematurely on the following grounds:

 

  1. Non-delivery of outputs as specified in the TOR
  2. Disciplinary issues such as disruption of harmony and teamwork in the PIU and PMU;
  3. Medical conditions disability rending him/her incapable of performing his/her duties
  4. The termination of the employees under these circumstances shall be effected upon the concurrence and endorsement of the HRC, MOLHR.
