A 3-day seminar on pre and post legislative scrutiny commenced from today for the Members of Parliament and Parliamentary Officials.
As a hybrid event, resource persons from various international institutes conducted the session through online conferencing. The seminar is organized by Inter Pares in collaboration and coordination with the European Union and International IDEA.
Professor Dr. Helen Xanthaki, University College London and Dr. Maria Mousmouti, University of London delivered a session on introducing legislative scrutiny across the life cycle of legislation: purpose and focus; identifying the features and the focus of pre-legislative scrutiny; impact assessment as a pre-legislative scrutiny tool; and the role of Parliaments and Committees in ex-ante scrutiny.
Following the session, Hon’ble Members engaged in scrutiny simulation exercise on a draft law and discussion on the findings. Hon’ble Members also asked questions and shared experiences of the Parliament of Bhutan.
