Senior Finance & HR Manager
Terms of Reference (TOR)
Position: Finance & HR Manager/Sr. Finance & HR Manager
Section: Finance/HR Section
Location: Koufuku International Limited, Chenangri, Trashigang
Reporting to: Chief Executive Officer
1. Position Summary
The Finance/HR Manager is responsible for overall financial management, accounting, budgeting, financial
reporting, internal controls, and human resource management of the Company. The position ensures sound financial governance, statutory compliance, effective HR systems, and strategic support to management in achieving organizational objectives.
2. Key Roles and Responsibilities
A. Financial Management & Accounting
• Plan, organize, and manage the overall finance and accounts functions of the Company.
• Ensure proper maintenance of books of accounts in compliance with applicable accounting standards, laws, and regulations.
• Prepare and present monthly, quarterly, and annual financial statements for management, Board, and other stakeholders.
• Proficient in the preparation of annual financial statements for statutory audits, ensuring compliance with applicable accounting standards and regulatory requirements.
• Expertise in Tally Prime operations, including transaction entry, reporting, and troubleshooting system issues to ensure seamless financial processing.
• Manage cash flow, working capital, banking operations, and fund utilization efficiently.
• Oversee accounts payables, accounts receivables, payroll accounting, and fixed asset management.
• Ensure timely reconciliation of bank accounts, ledgers, and subsidiary records.
• Coordinate and facilitate internal and external audits and ensure timely closure of audit observations.
• Ensure compliance with taxation, statutory deductions, and regulatory reporting requirements.
B. Budgeting, Planning & Financial Control
• Lead the preparation of annual budgets, forecasts, and financial plans in coordination with all sections.
• Monitor budget performance, analyze variances, and recommend corrective measures.
• Establish and strengthen internal control systems to safeguard Company assets.
• Conduct financial analysis, cost control, and profitability assessments to support management decision making.
• Provide financial inputs for CAPEX planning, procurement, and project evaluations.
• Lead Implementation of RISE with SAP in collaboration with DHI as outlined in the Compact 2026
C. Human Resource Management
• Manage end-to-end HR functions including recruitment, placement, orientation, and confirmation of employees.
• Develop, implement, and administer HR policies, service rules, and standard operating procedures.
• Oversee performance management systems, employee appraisals, promotions, and career development plans.
• Administer compensation, benefits, leave management, and payroll in line with Company policies.
• Handle employee relations, wellbeing, grievances, disciplinary matters, and ensure a positive work environment.
• Plan and coordinate staff training, capacity building, and employee engagement programs.
D. Administration & Compliance
• Ensure compliance with labour laws, corporate governance requirements, and regulatory guidelines.
• Maintain proper personnel records, contracts, and confidential HR documentation.
• Support the CEO and management in organizational restructuring, manpower planning, and policy reforms.
• Liaise with government agencies, auditors, banks, and other external stakeholders on finance and HR matters.
E. Reporting & Advisory Role
• Provide regular financial and HR reports to the CEO and Board as required.
• Act as a key advisor to management on financial sustainability, risk management, and HR strategies.
• Perform any other duties assigned by the CEO or competent authority in the interest of the
Company.
3. Qualification & Experience
• Minimum Qualification: Bachelor’s Degree in Accounting or Commerce (B.Com) or an
equivalent qualification,
• Minimum of 50% marks in Bachelor’s level.
• Experience: Minimum of 5 years of relevant working experience in finance and HR functions at a
corporate level. Preference will be given to candidates with experience at senior or top managerial levels. The selected candidate’s grade will be determined based on the number of years of relevant experience.

5. Employment Type
• Regular
• The Probation Period is 3 months as per KIL Service Manual
6. Salary and Other Benefits

Other benefits as per the KIL Service manual. The selected candidate’s grade will be determined based on the number of years of relevant experience.

• Previous work experience of 5 years or more, supported by experience letters.
• Audit clearance (General) Certificate (If employed)
• No Objection Certificate from current employee (if employed)
Non-Submission of any of the above documents or partial submission shall lead to rejection of the application. The original documents should be produced by the applicant during the viva Voce.
