The Royal Civil Service Commission is pleased to announce the availability of up to five non-degree Hubert H. Humphrey Fellowships for the 2026-2027 academic year, awarded by the Government of the United States through its Department of State’s Bureau of Educational and Cultural Affairs (ECA) from its Congressional appropriation for exchanges.
1. Prerequisites for the Fellowship:
● Be young mid-career professionals in leadership positions having a commitment to public service and the potential for professional advancement.
● Have a minimum of five years of full-time professional experience (prior to August 2025) in the relevant field, after completing a university degree, and should be interested in the policy aspects of their fields of specialization.
● Have completed a university degree program requiring at least four years of full-time study to qualify for participation in U. S. graduate study programs.
● Be proficient in English (minimum TOEFL score of 525 paper-based or 71 internet-based test); although scores lower than the above may be eligible for the Long-Term English program.
2. Ineligibility criteria:
● Individuals without a first university degree.
● Individuals with fewer than five years of full-time professional experience beyond attainment of a first university/undergraduate degree prior to August 2025.
● University teachers with no management or policy responsibilities, except for teachers of English as a foreign language and specialists in substance abuse prevention and treatment.
● Individuals who have attended a graduate school in the United States for one academic year or more during the seven years prior to August 2025.
● Individuals who have had more than six months of U.S. experience during the five years prior to
August 2025.
● Individuals with dual U.S. citizenship or U.S. permanent resident status.

General requirements (in addition to the above criteria):
● Interested candidates from the civil service must fulfill in-service training criteria of the BCSR
2023.
● Candidates from the private and corporate sectors must fulfill eligibility requirements
specified by the Department of Workforce Planning and Skills Development, MoESD.

● Applications must be complete for the candidate to be considered. TOEFL scores do not need to
be present for an application to be considered complete.
● The shortlisting will be done by the U.S Embassy, Delhi, and the short-listed candidates will be
announced on the RCSC’s website accordingly.
● The interviews for the Final Selection will be on or around the week of August 3, 2025.
● It must be noted that the candidates who pass the selection interview just get nominated for the fellowship. Therefore, the selected candidate must understand that his/her actual enrollment is subject to final confirmation.
● No additional financial benefits from the RCSC/RGoB shall be admissible to candidates under
this scholarship.
