The Royal Securities Exchange of Bhutan (RSEB) is pleased to announce a vacancy for the position of Human Resource Officer (HRO) / Executive Secretary, available for immediate recruitment. Applicants must have a minimum of Bachelor’s Degree (major in Human Resource) or relevant discipline obtained from a recognized university through a regular (full time) program with a minimum criteria of 65 % aggregates in Class X, XII & Degree.

1. Overview
Employer: Royal Securities Exchange of Bhutan Ltd.,
Location: Thimphu, Bhutan
Position: Executive Secretary / HRO (Officer Grade-III)

2. Job Responsibilities
The Executive Secretary cum HRO is an Officer of the company, reporting directly to the Head of Division and the Management. The Management holds the authority to appoint, evaluate performance, and, at its discretion, remove or replace the Officer.
i. Correspondence Management, Scheduling and Diary Management: Handling and responding to all internal and external correspondence, including phone calls, emails, and physical mail. Scheduling appointments, organizing diary entries.
ii. Task Management, Travel and Event Coordination: Setting reminders for meetings, appointments, and other critical tasks. Making travel and hotel arrangements, and planning conferences, workshops, seminars, and other events.
iii. CEO Support: Providing comprehensive administrative support to the Chief Executive Officer, as required.
iv. Recruitment and Onboarding: Managing the recruitment process, including posting job advertisements, screening resumes, conducting interviews, and selecting qualified candidates.
v. Employee Relations: Handling employee inquiries, concerns, and grievances, Mediating
conflicts and resolving workplace disputes. Ensuring compliance with labor laws and company policies.
vi. Training and Development: Identifying training needs and coordinating training programs.
Facilitating employee development and career growth. Organizing and conducting employee orientations.
vii. HR Policies and Compliance: Developing and implementing HR policies and procedures.
Ensuring compliance with labour laws and regulations.
Maintaining up-to-date knowledge of HR best practices.
viii. Employee Records and Administration: Maintaining accurate and confidential employee records. Managing employee attendance, leave, and performance data. Handling HR administrative tasks.
ix. Inventory Management: Focuses on managing the physical goods and materials of an organization.
This includes:
- Purchasing and procurement.
- Stock control and warehousing.
- Inventory tracking and reporting.
- Issuing and distributing supplies.
- Maintaining accurate inventory records.
x. Performance Management: Assisting in the performance review process.
3. Qualification & Experience
Minimum of Bachelor’s Degree (major in Human Resource) or relevant discipline obtained from a recognized university through a regular (full time) program with a minimum criteria of 65 % aggregates in Class X, XII & Degree.

5. Employment Type and Tenure
The selected candidate for the Executive Secretary/HRO position will be recruited on regular basis with effect from 1st May 2025.
6. Salary & Others Benefits:
Basic pay of Nu. 26,195 per month + 60 % Corporate allowance + 20 % House Rent Allowance + 5 % Indexation with 2.50% annual increment and other benefits as per the internal service rules of the RSEB.
7. Mandatory documents (required to submit along with application in soft copies)
a. Class X, XII & Degree Pass transcripts.
b. A valid document proof/evidence to show 5 years of work experience.
c. A valid Citizenship Identity Card (both back & front printed).
d. A valid clearance certificate for interview if already employed.
e. A valid security clearance.
8. Non-submission of any of above documents or partial submission, shall lead to rejection of application.
Additionally, the following documents shall be produced by the candidate selected as Executive Secretary/HRO, prior to his/her appointment:
a. Valid medical fitness certificate.
b. No objection certificate letter from the employer, if currently employed.
