The Royal Civil Service Commission (RCSC) is pleased to announce the availability of one scholarship for PhD under the Japanese Grant Aid for Human Resource Development Scholarship (JDS) funding for 2025 intake.

The Royal Civil Service Commission (RCSC) is pleased to announce the availability of one scholarship for PhD under the Japanese Grant Aid for Human Resource Development Scholarship (JDS) funding for 2025 intake as follows:
1. Scholarship Areas:
● Economics
● Engineering
● Seismology
● Flood Disaster
● Data Analytics/Mining
● Artificial Intelligence

2. Eligibility:
● Should be a Bhutanese and be 45 years of age and below as of 1st April, 2025
● Have obtained a master’s degree in a relevant field from any country (as per JDS framework)
○ The specialization will depend on the field of study chosen by the applicant and approved by the respective agency, according to the critical needs of the agency and the country.
● Those who have a MA Degree in Economics in Japan or ex-participants of JICA training are preferable.
● Be a regular civil servant or regular faculty member of RUB (If there are applications from both civil service and RUB, civil servant is preferred in the selection process.)
● In principle, have published at least one peer-reviewed article/ paper* in a related field of the research plan.
* The following applicants are included under the requirement:

1) an applicant who has a prospect for publication of a peer-reviewed article/ paper (who has a paper under peer-review).
2) an applicant who has a concrete plan to publish a peer-reviewed article in an academic journal in collaboration with his/her intended faculty supervisor.
● Have a recommendation from the supervisor of his/her current duty office
○ (Reference Letter should contain an evaluation of applicant’s performance at work and relevance of his/her research theme to his/her career.)
● Have a recommendation from the expected academic adviser(s) of the applying university
○ (Submission of a draft academic guidance outline or a supervisory plan is desirable.)
● Have proficiency in English, sufficiently fluent for studying in Japan
● Should have a sound mind and body.

3. Documents Required:
● While submitting the documents to the RCSC:
a. Research proposal (should be aligned to the agency’s needs, applicant's current job responsibilities and approved by
the supervisor);
b. Career plan;
c. Duly filled in LTT review checklist (reviewed and signed by HRO);
d. Copy of system-generated CV;
e. Degree Certificate and Mark sheet;
f. Merit certificates (Leadership, Volunteerism, Publication, and Professional Recognition- after entry into Civil Service);

4. Information to candidate
● Eligible candidates must fulfill the in-service training criteria of the BCSR 2023 in addition to the donor requirements;
● Applicants should consult their respective Ministry/Agency before applying for the course;
● Applicants are to kindly visit their respective universities' websites for the availability of their research areas being
offered or not; and
● Every qualified applicant will be required to take English proficiency test (IELTS) as well as math test in Thimphu. The
fixed date and venue will be informed to each applicant.
