The Loden Foundation wishes to appoint a Programme Manager to lead the three programs through strategic planning, resource mobilization, financial oversight, organizational development, program implementation, and official representation.

Post Title: Programme Manager

Job station: Loden Foundation, Thimphu
Salary: BTN 42000 - 52000 To commensurate with qualification, experience and skills
(Benefits: Communications allowance, contract allowance, provident fund, health benefits, gratuity, and leave encashment as per the Foundation’s existing HR and Service Manual.)

JOB DESCRIPTION OF PROGRAMME MANAGER
The Programme Manager will be responsible for providing managerial leadership to all the programmes, managing and supporting the day-to-day activities and resources of the project, with special emphasis on coordination and networking, management, and mobilisation of resources.
This role necessitates a dynamic and highly motivated individual equipped with robust leadership, project management, and interpersonal skills. The Programme Manager will oversee and manage =all aspects of the programme and projects within the Loden Foundation, providing managerial leadership and ensuring the effective day-to-day management and mobilisation of resources. Special emphasis will be placed on coordination, networking, and the strategic management of project activities to align with the Foundation's objectives.
The Programme Manager will report directly to the Executive Director of Loden Foundation and collaborate closely with managers and teams.
- Programme Oversight:
- Conducting needs assessments, analysing data, and designing development projects and programmes that are responsive to the needs of the target population.
- Leading the implementation of development projects and programmes, ensuring they are implemented according to the approved proposal and budget and achieving their expected outcomes.
- Monitor and evaluate the progress of projects and programmes, using appropriate tools and methods, and make recommendations for improvement.
- Mentor the programme staff by providing direction, input and feedback.
- Building partnerships with community organisations, government agencies, donors, and other stakeholders to ensure the sustainability of the organisation’s programme.
- Representing the organisation in meetings with stakeholders and partners, including donors and government officials.
- Develop new initiatives in collaboration with the Executive Director/Development Officer/Finance Manager to support the organisation’s strategic direction.
- Developing and maintaining a system for documenting and reporting project progress, outcomes, and impacts in collaboration with the programme team.
- Providing technical support to the programme team, community partners, and other stakeholders on programme design, implementation, and monitoring and evaluation.
- Fundraising Strategy and Planning:
- Develop and implement comprehensive fundraising strategies aligned with the Foundation's mission and objectives.
- Conduct research and analysis to identify potential donors, funding opportunities, and partnership prospects.
- Prepare detailed fundraising plans, including timelines, targets, and action steps.
- Donor Engagement and Relationship Management:
- Cultivate and maintain relationships with existing and potential donors, partners, and funding agencies.
- Arrange meetings, presentations, and communication efforts to promote the Foundation's programme and initiatives.
- Respond to donor inquiries and acknowledgements, and reports promptly and professionally.
- Grant Proposal Development:
- Prepare grant proposals and applications to secure government, corporate, and institutional donor funding.
- Collaborate with programme managers and teams to gather necessary information and data for proposal development.
- Ensure adherence to all donor requirements and reporting obligations.
- Fundraising Events and Campaigns:
- Organise fundraising events, campaigns, and initiatives to raise awareness and financial support for the Foundation's projects.
- Coordinate logistics, invitations, and promotional activities for fundraising events.
- Resource Mobilization and Diversification:
- Explore and pursue diverse fundraising avenues, including corporate sponsorships, individual giving, and philanthropic partnerships.
- Implement strategies to increase donor retention and engagement.
- Monitoring and Reporting:
- Maintain accurate records of donor interactions, contributions, and other relevant information in the Foundation's database.
- Prepare regular reports on fundraising progress, achievements, and challenges. Monitor all of Loden’s programmes and provide quarterly reports to the Board.
- SOP Development for Transparent Operations:
- Collaborate with the Operations Manager to draft SOPs for transparent and accountable operations across Foundation departments.
- Engage with stakeholders, department heads, and employees to gather insights for comprehensive and user-friendly SOPs.
- Develop indicators and a monitoring strategy for the Programme;
- Develop and strengthen monitoring, inspection, and evaluation procedures. Recommend further improvement of the logical framework;
- Develop monitoring and impact indicators for the Programme's success;
- Monitoring and Evaluation
- Monitor the sustainability of the Programme's results;
- Suggest strategies to the Programme Management for improving the efficiency and effectiveness of the Programme by identifying bottlenecks in completing Programme activities and developing plans to minimize or eliminate such bottlenecks;
- Conduct capacity assessment on existing monitoring and evaluation systems.
Qualifications and Requirements:
The ideal candidate for the Programme Manager position should possess the following qualifications and attributes:
- Bachelor's degree in a relevant field (e.g., Business Administration, Non-profit Management, Social Sciences, etc.).
- 3-5 years of working experience in a similar field or a Master’s Degree.
- Proven experience in fundraising, resource mobilisation, or development work within the non-profit sector.
- Strong understanding of fundraising principles, strategies, and best practices.
- Excellent communication and interpersonal skills, with the ability to build and maintain strong relationships.
- Demonstrated ability to write compelling grant proposals and reports.
- Highly organised and detail-oriented with effective project management skills.
- Knowledge of the social and cultural context of Bhutan is an advantage.
- Proficiency in written and spoken English; knowledge of Dzongkha is a plus.
Duration:
The initial contract for the position will be for 24 months, with the possibility of extension based on performance.
