The 12th Five Year Plan Mid-Term Review (MTR) and Annual Performance Agreement (APA) 2021-2022 for Local Governments began from 10th May and will complete on 21st May 2021.

The 12th Five Year Plan Mid-Term Review (MTR) and Annual Performance Agreement (APA) 2021-2022 for Local Governments began from 10th May and will complete on 21st May 2021. The opening of the event was graced by the Hon’ble Prime Minister following which the MTR and APA discussions of respective LGs will be led by the Hon’ble Cabinet Secretary. Participants will include Dasho Dzongdags, Thrompon and Executive Secretaries, Dzongkhag Thrizins and Gups, officials and sector heads from respective LGs, as well as officials from relevant Central Agencies, the Prime Minister’s Office and GNHC.

The ongoing MTR will take stock of the progress of the 12th Five Year Plan programs and activities including financial progress over the last two and a half years. The progress will be reported in terms of Local Government Key Result Areas (LGKRAs) which are socio-economic development results and targets formulated to achieve one or more relevant Agency Key Result Areas (AKRAs) and National Key Result Areas (NKRAs).

The MTR is also a time to discuss implementation issues and challenges faced by the LGs and any interventions needed from the central government. The Dzongkhags have prepared their reviews taking into account progress of the respective Gewogs as well and therefore, only outcomes at the Dzongkhag-level will be discussed.

The capital outlay for Local Government in 12th Plan is Nu. 50 billion and allocations for the Dzongkhags, Thromdes and Gewogs were provided through the Resource Allocation Formula (RAF).

The draft LG APA 2021-2022 will also be presented by the respective Dzongdags during the review; the same was done for the central agencies. The proposed budget for the LGs for the FY 2021-2022 will be discussed based on the final APA after incorporating directives from the review meeting.

Prior to this review, the draft LG APAs were assessed by the National Technical Committee (NTC) in consultation with respective APA focals in the LGs based on following broad criteria:
1. Dzongkhag/Thromde, Sector, Gewog APAs to have a meaningful linkage established.
2. Align the proposed budget (FY 2021-2022) to APA.
3. All the LG APAs, including the Sector and Gewog APAs to have a maximum of only 10 Success Indicators.
4. The APAs to have intervention level SIs and not just the output SIs.

While the Gewogs will have their APA in place, it is further subject to revisions based on the GT resolution later.

Considering the COVID-19 pandemic, the MTR and APA 21-22 for LGs is being held virtually and in accordance with Covid-19 protocol.
