The Royal Civil Service Commission is pleased to announce the availability of Undergraduate Scholarship slots, both within and outside the country for the academic session 2024-2025. As such, all class XII graduates of 2023 (not repeaters) from both within and outside the country meeting the eligibility criteria are encouraged to apply online via  https://www.citizenservices.gov.bt, follow ‘KS and UG scholarships (RCSC)’ under ‘Education & Learning’ and choose the appropriate application form. The application portal will be open from 17 to 31 January 2024. 

There are 106 undergraduate scholarship slots available for Bachelor’s Degree programmes in various professional courses under different funding schemes as mentioned below. The minimum qualifying mark in English for all Ex- Country undergraduate scholarships is 55% unless indicated otherwise.

Selection process

1. Shortlisting: 81 percent and above in English and three relevant subjects (Both BHSEC and Overseas)
2. Final selection of MBBS: 90% of Academic and 10% of interview
3. Final selection of Others: 80% of Academic and 20% (10% of Certificates & 10% of interview)

NOTE: 

1. Assistance to Privately Enrolled Medical Students (APEMS) Scholarships:

APEMS scholarship is a medical scholarship grant funded by the Royal Government of Bhutan. The grant shall be up to a maximum ceiling of Nu. 300,000 (Ngultrum three hundred thousand) per student per annum which will be as per the APEMS scholarship entitlement. 

2. Placement of undergraduate students to Bangladesh:

The candidates selected for MBBS & BDS courses in Bangladesh will have to wait until September 2025 due to admission deadlines and requirements set by the institutions and universities in Bangladesh.

3. In-country undergraduate scholarships:

The In-country scholarship at the Royal Thimphu College is funded by the Royal Government of Bhutan and shall cover actual tuition, accommodation mess fees, and other related college fees as per the fee structure of the college. However, any miscellaneous payments including security deposits will have to be borne by the candidates.

4. Ad-hoc Scholarships

1. ICCR Scholarships (25 slots for engineering): As per the requirement, applicants for ICCR scholarships must be 18 years old at the time of admission to the Indian Universities/institutes and should not be older than 30 years of age. The applicants are required to apply online as and when the application portal is opened (RCSC will make an announcement) and the required documents must be processed earlier to meet the deadline.

2. Bilateral Scholarships (Differential Fee Waiver from UNB, Canada, Global Korea, Azerbaijan, Georgian Govt. Scholarship, and any new offers) RCSC will make announcements as and when the offer is received.

6. Documents required for the selected students for admission

1. Medical Certificate - (from referral hospitals only)
2. Medical Fitness Certificate - (from the hospital)
3. Birth Certificate - (from JDWNRH upon producing To Whom It May Concern Letter from the Department of Civil Registration and Census, MoHCA)
4. English Language Proficiency Certificate (ELPC) - (from BCSEA, MoESD)
5. Citizenship Identity Card/Passport
6. School Leaving Certificate - (from school last attended)
7. Migration Certificate - (from school last attended)
8. Class X & XII - Mark Sheets & Pass Certificates
9. Recent Passport sized photograph (soft & 04 hard copies)

1. For teaching: Aggregate English and three other subjects based on the subject specialization mentioned in the above requirements. Must fulfill a minimum requirement as detailed above.

2. Tie-breaking mechanism: The breaking mechanism is used for students scoring equal marks in four core subjects during the merit listing. Therefore, the total of all subjects studied will be used to break the ties.

To break further ties, the selection committee will review merit certificates during the selection interview.

If the candidates’ marks fall short of the above-mentioned minimum cutoff percentage as specified in the respective groups, such candidates are not eligible and hence their names will not appear in the merit ranking list.

Application process

1. The online application portal will be opened from 17 to 31 January 2024. Applications after this deadline shall not be accepted by the system. Please note that candidates should apply/register online using the prescribed Application Form available at https://www.citizenservices.gov.btand follow ‘KS and UG scholarships (RCSC)’ under ‘Education & Learning’ and choose the appropriate application form.

2. For online application/registration, the following documents must be ready:

• Online approved valid security clearance
• Scanned copy of class X mark sheet (front page only) for upload
• Bhutanese Citizenship Identity Card
• Index number of BHSEC (2023)

3. The following documents must be produced in ORIGINAL during the selection interview, failing which the candidate shall be disqualified.

• BCSC result and pass certificate
• BHSEC/LCSCE result and pass certificate
• Citizen Identity Card
• School Leaving and Character Certificate
• Any other merit certificates (in case of tie)

4. Candidates shall be disqualified if any discrepancy is found while cross-checking the documents on the day of the selection interview. The decision of the Committee shall be final and binding.

5. Once the choice of study in a particular discipline is made during the selection interview, no further change shall be entertained except on grounds of admission/placement difficulties.

6. If any candidate withdraws after the selection, the slot will remain vacant and those candidates are not allowed to participate for any subsequent scholarships announced.

7. Candidates selected to undergo the courses must fulfill the requirements of the host colleges/universities to be eligible for admission, failing by which, the RCSC shall not be responsible (NEET for medical students, IELTS, physical fitness and others as deemed appropriate).

8. Any expenses related to pre-admission requirements other than the prescribed entitlement in the undergraduate scholarship guidelines shall be borne by the individuals.

9. The Selection Interview will be held from 7-Feb-2024 to 11-Feb-2024. Therefore, shortlisted candidates are required to attend a selection interview at RCSC Conference Hall. Any changes thereof shall be intimated later.

10. All students selected for undergraduate scholarships will have to undergo mandatory drug testing. If the selected candidates are tested positive, it will be dealt as per the SOP for Drug Testing.

11. Any changes in marks after the recheck will have to be notified to the HRDD, RCSC at least two days before the selection interview date for incorporating changes in the merit ranking.
