Terms of Reference for Assistant Manager (Procurement)
Background
State Mining Corporation Limited (SMCL) was established as a subsidiary company of the Druk Holding and Investments Limited. It was incorporated under the Companies Act of Kingdom of Bhutan on 31st December 2014. Its primary mandate is to explore and exploit the mineral resources for use in domestic industries and to export to the neighboring countries. It is also to be exemplary in carrying out the mining activities in the country. It has its corporate office established in Gurung Basti, Samtse.
Specific Responsibilities
He/she shall perform the following specific responsibilities.
- Develop policies, guidelines, and SOP for procurement related functions to improve and enhance procurement systems and process.
- Develop, forecast, and implement procurement of goods, works and services.
- Manage procurement contracts in line with the company’s procurement manuals.
- Review and recommend purchase of goods and work requisitions, orders and claims for accuracy and optimum delivery and pricing.
- Interact with vendors to negotiate for improved pricing, quality, and delivery.
- Support in the development of specifications for goods and works (equipment, furniture, computers and other ICT related products, office supplies, etc.).
- Review, evaluate and approve specifications for issuing and awarding bids to suppliers in line with the procurement guidelines.
- Prepare and present procurement reports and consolidate procurement requirements.
- Provide relevant and timely information to identify procurement requirements.
- Set procurement performance plans and objectives.
- Train and guide employees in other cost centers in procurement and stores management; and
- Perform other assignments, as required by the management.
Health and safety

- No individual shall operate any equipment which is/are not familiar, trained for and unauthorized.
- Always Ensuring use of PPE at the site.
- Reporting and ensuring prompt action against any hazards, risks, and accident at the workplace.
- Ensuring appropriate actions are taken to avoid potential hazards to the health and safety of the employees and works, and the equipment.
- Monitoring operations to ensure that health and safety standards are always met.
Working Environment
- Will have to work beyond normal hours and shall be subject to pressure to meet deadline and the targets.
- Performing physical activities that require considerable use of your arms and legs and moving your whole body, such as climbing, lifting, balancing, walking, stooping, and handling of materials.
- Must work in all weather conditions and be prepared for both extreme heat and cold.
- May at times be exposed to dangerous and/or toxic substances and must take necessary precautions to protect eyes, nose and skin from irritation and infection.
Confidentiality
- All machinery, gadgets, systems, documents and information at the office and sites shall belong to the Company and shall be protected and not disclosed to outsiders.
- Shall not share any information or documents to outsiders without the permission of the concerned official.
- Shall not bring any outsiders/strangers in the office or to the site and give access to the company’s facilities and properties.
Education and experience criteria
✓ Bachelor’s degree in any field, however preference will be given to candidates with relevant experience for the purpose of shortlisting)

- Medical Fitness Certificate (Valid)
- If currently employed, the applicant should produce the following documents if he/she gets selected:
- No Objection Certificate from the employer.
- Audit Clearance.

Salary and other benefits
- The selected candidate will be placed in grade S2 (S1 after one year) level and benefits shall be paid as per SMCL HR Manual.
