The Royal Civil Service Commission (RCSC) is pleased to announce the availability of one scholarship for PhD under the Japanese Grant Aid for Human Resource Development Scholarship (JDS) funding for 2024 intake as follows:

1. Scholarship Areas:
   • Economics
   • Engineering
   • Seismology
   • Flood Disaster Data Analytics/Mining
2. Eligibility:
   • Should be a Bhutanese;
   • Have obtained a master’s degree in a relevant field from any country (as per JDS framework);

○ The specialization will depend on the field of study chosen by the applicant and approved by the respective agency, according to the critical needs of the agency and the country.

• Those who have an MA Degree in Economics in Japan or ex-participants of JICA training are preferable;
• Have published peer-reviewed articles/paper or

*Have submitted an article/paper to a journal that is being under review.

*Have a concrete plan to publish an article/paper in an academic journal in collaboration with a prospective supervisor in applying to university.

• 45 years of age and below as of 1st April 2024;
• Be a regular civil servant;
• Have a recommendation from the supervisor of his/her current duty office. (Reference Letter should contain an evaluation of applicant’s performance at work and the relevance of his/her research theme to his/her career.); Have a recommendation from the expected academic advisor(s) of the applying university; ● Have proficiency in English, sufficiently fluent for studying in Japan.
• Be in good health both physically and mentally, and
• Complete the course within, and not exceeding three (3) years.

■ Copy of system-generated CV;

■ Class XII Certificate and Mark sheet; and

■ Degree Certificate and Mark sheet (Both Bachelors and Masters)

4. Information to candidate

○ Eligible candidates must fulfil the in-service training criteria of the BCSR 2018 (unless specified otherwise in the scholarship criteria);

○ Applicants should consult their respective Agency/Authority before applying for the course;

○ The agency should ensure the relevance of the course and forward the application of the eligible and relevant candidates only; and

○ Strictly adhere to the PhD notification issued by the RCSC.
