The Minister for Industry, Commerce and Employment moved the motion for re-deliberation of the National Council’s recommendations on the National Digital Identity Bill of Bhutan 2023. Hon’ble Tenzin, Chairperson of the Good Governance Committee reported that the committee recommends to accept all the recommendations even though there were a few eyebrow raising ones. But for time the committee felt it important to pass as it is a first of its kind and also that it is an Urgent Bill.

However, an intense deliberation ensued in the House on the recommendations and eventually two new sections recommended by Council became disputed clauses to be deliberated in the Joint Session. The disputed clauses are:

“The National Digital Identity Company shall be a public limited company with all the shares owned by Druk Holding and Investments Limited”; and

“The offences and penalties prescribed in this Chapter shall be in accordance with the Penal Code of Bhutan”

Apart from the above two, the House endorsed and adopted rest of the recommendations of the National Council with 41 Members present and voting and all voting in favor.

Since the National Digital Identity Bill of Bhutan 2023 is an urgent Bill, the Joint Sitting on it will be convened during this Session after completing the formal procedures.
