The Candidates to Appear the Preliminary Exam and Main Examination Multiple Times

The Royal Civil Service Commission, has decided to allow the candidates to appear the preliminary exam and main examination multiple times provided that they meet the age of requirement which is not older than 35 years for pre-service and 45 years for in-service.

1. Amending the provisions on the number of times (quota) an applicant can appear for the Bhutan Civil Service Examinations (BCSE).

The RCSC during its 183rd Commission Meeting held on May 23, 2023 decided to amend the following Sections of the BCSR 2018 as follows:

Section 7.3.2.2. "A candidate shall be permitted to appear the Preliminary Examination (PE) multiple times provided they meet the age requirement outlined in Section 7.4.1.2.

Section 7.3.3.2. "A candidate shall be permitted to appear the Main Examination (ME) multiple times, provided they meet the age requirement outlined in Section 7.4.1.2.

Section 7.12.17. For in-service (regular) candidates selected through the BCSE, Position Level and seniority shall be protected as specified in Section 8.6.2. However, for inservice (contract) candidates selected through the BCSE, their position level shall be protected or be appointed in the entry Position Level (whichever is higher) if selected in the same superstructure only. **

2. Repealing earlier notification dated September 24, 2020 on appointment into the Civil Service in the Professional and Management Category (PMC) in P5 A from 2024 onwards.

In addition to the above amendments, the Commission also decided to revoke the earlier notification No. RCSC/LD-63/2020/552 dated September 24, 2020. This earlier notification aimed to establish a uniform entry position level across all PMC levels at P5, for appointment starting in January 2024. Going forward, the current provisions outlined in Section 2.6.1 and 7.12.16 of the BCSR 2018 will remain unchanged

The above amendments have been made in view of expanding the pool of talent for selecting civil servants. This notification shall be implemented with immediate effect.

Explanatory note:

  1. Age Requirement as per section 7.4.1.2 of Bhutan Civil Service Rules and Regulations 2018: "Have attained at least 18 years and not be older than 35 years for pre- service and 45 years for in-service candidates, as on the last date of online registration"
  2. If a contract employee currently at P4 A level in Administrative Category gets selected through BCSE in another superstructure, his/her current position level shall not be protected, and shall be appointed in the entry position level of the superstructure in which he is selected. However, if selected in the Administrative category, he/she will be appointed in P4 A position level held prior to selection.

3. A contract employee if serving in the (Administrative/Finance/Education/Technical)l category at P5 C level, selected through the BCSE in the same superstructure, his/her new position level will be in the entry position level of that Superstructure.
