The Ministry of Education and Skills Development is pleased to announce the availability of remaining Undergraduate Scholarship slots, both within and outside the country for the academic session 2023.

As such, all class XII graduates of 2022 (not repeaters) from both within and outside the country meeting the eligibility criteria are encouraged to apply online from April 11 to 16, 2023 at https://www.citizenservices.gov.bt and follow: Education and click application for scholarship link.

There are 35 undergraduate scholarship slots available for bachelor’s degree programmes in various professional courses under different funding schemes as mentioned below.  Ex-country scholarship eligibility criteria, funding source, likely place of study and agency requirement are specified hereunder:

Selection process

Shortlisting: Total average of 80 percent and above (English and three relevant subjects) 

1. Medicine: English plus Biology, Physics and Chemistry.

2. Engineering: English plus Mathematics, Physics and Chemistry (Biology is required for eligibility for BE/B. Tech Biomedical Engineering and B. SEN )

Final selection: 70% of Academic and 30% of interview 

Interview components 

1. Demonstrate CCA Records  - 5 points
2. Awards & Achievements - 5 points
3. Leadership Track Record - 5 points
4. Scholarship Interview & Presentation - 15 points

Rubrics of awarding marks for certificate/s 

NOTE: 

1. The shortlisted candidates will be announced on the website: education.gov.bt

2. The shortlisted candidates are required to bring the following documents on the day of the interview,

• Citizenship Identity Card/Passport
• Class X & XII - Mark Sheets & Certificates
• Certificates (both original and photocopies) of CCA records, Awards and Achievements, and Leadership track records.

3. Assistance to Privately Enrolled Medical Students (APEMS) scholarship is a medical scholarship grant funded by the Royal Government of Bhutan. The grant shall be up to a maximum ceiling of Nu. 300,000. 00 (Ngultrum three hundred thousand) per student per annum to cover the tuition fee. However, if the tuition fee is less than Nu. 300,000, the government will pay as per the APEMS scholarship entitlement. Seven students will be placed in Bangladesh (04) and Sri Lanka (03) respectively.

4. The In-country scholarship at the Royal Thimphu College is funded by the Royal Government of Bhutan and shall cover actual tuition, accommodation and mess fees and other related college fees as per the fee structure of the college. However, any miscellaneous payments including security deposits will have to be borne by the candidates. 

Eight students for B.Sc nursing shall be placed at the Royal Thimphu College.

5. The choice of courses and placement shall be done as per the final result in order of merit ranking from the category following the same eligibility criteria.

Application and Selection Interview:

1. The online Undergraduate Scholarship application will open from April 11 to April 16, 2023. Application after this deadline shall not be accepted by the system. Please note that candidates should apply/register online using the prescribed Application Form available at https://www.citizenservices.gov.bt and follow; Education and click application for scholarship link
2. For online application/registration, the following documents must be ready:
   • Online approved valid security clearance
   • Scanned copy of class X mark sheet (front page only) to upload in the system
3. Candidates shall be disqualified if any discrepancy is found while cross-checking the documents on the day of the selection interview. The decision of the Committee shall be final and binding.
4. Once the choice of study in a particular discipline is made no further change shall be entertained except on grounds of admission/placement difficulties.
5. If any candidate withdraws after the selection, he/she will not be allowed to participate for any subsequent scholarships announced.
6. Any expenses related to pre-admission requirements other than the prescribed entitlement in the undergraduate scholarship guidelines shall be borne by the individuals.
7. The Selection Interview will be held face to face from April 19 to April 21, 2023. Shortlisted candidates are required to assemble to attend the briefing by selection interview panel members. Any changes thereof shall be intimated later.
8. As per the circular issued by the Ministry of Education vide reference No. DAHE/SSSD/OO (24)/ 2017-2018/182 dated September 28, 2017; all students selected for undergraduate scholarships will have to undergo mandatory drug testing. If the selected candidates are tested positive, it will be dealt as per the SOP for Drug Testing.
9. Any changes in marks after the recheck (BHSEC) will have to be notified to the Scholarship Programme at least two days before the selection interview date for incorporating changes in the final shortlisting.
