The Royal Civil Service Commission (RCSC) is pleased to announce the availability of 5 scholarships for Master of Education in Curriculum and Teaching offered by His Majesty’s Secretariat at the Rangsit University, Thailand for Teachers under the Ministry of Education (MoE). This scholarship is for those Teachers teaching in Primary classes (PP to VI) with B.Ed (Primary) qualification.

1. The scholarship covers:
   • Tuition fee;
   • Accommodation on campus;
   • Utilities (monthly billing limit of THB 500);
   • Initial settlement allowance of THB 10000
   • Monthly allowance of THB 8500;
   • Medical insurance;
   • Visa fees;
   • Round-trip airfare (to/fro).
2. Eligibility:
   • Must fulfill all the relevant eligibility criteria prescribed in the BCSR 2018; and Applicants must also fulfill the following admission criteria of the Rangsit University:

○ Possession of an undergraduate degree from an accredited University; and

○ Minimum of 2.5 GPA on a 4-point scale (or average of 62.5%) of Undergraduate Degree

C.  System generated Information

The following information/documents shall be generated from the ZESt and DMS/PF for shortlisting purposes. Therefore, interested candidates must verify their information by logging into the Self Service Portal, ZESt (click here) within the scholarship application deadline.

• CV
• Moderation score/Performance Evaluation Ratings (IWP) for the past two financial years
• Email address and mobile number
• Place of posting details for rural posting weightage

1. Documents required:

• Academic transcripts & certificate

○ Bachelor’s degree: Copy of Certificate and Transcript

○ Class XII: Copy of Certificate and Transcript

• English Language Proficiency Certificate (Issued by Bhutan Council for School Examinations and Assessment);
• LTT Nomination Application Form from the agency RCSC,
• LTT Review Checklist duly signed by HRO; and
• Any other supporting documents (check Scholarship Selection Format Form 9/9 as per BCSR 2018)

E. Application procedure

• Interested applicants must submit the above documents to HRDD, RCSC after routing them through the Ministry of Education within the given deadline;
• The Ministry must submit the documents to HRDD, RCSC for those interested and eligible applicants only.

F. Selection procedure

• All the shortlisted candidates will have to make a 10 minute presentation on a selected topic during the selection interview (topic for presentation will be shared with shortlisted candidates on the day of the interview);
• Only the top 5 candidates, based on performance during the selection interview, shall be selected for the scholarship.

G. Post selection procedure

Upon announcement of the interview result, selected civil servants must submit the following documents to the HRDD, RCSC within 5 working days:

• Duly completed Application form (collect from HRDD, RCSC);
• Completed Medical form (collect from HRDD, RCSC) along with X-Ray film. Selected candidates shall also be required to take a drug test and will have to pass the test to be eligible for the scholarship.

H. TIMELINE

1. Important notes for the agency and the candidate:

• Kindly note that this scholarship is provided by the RGoB in collaboration with Rangsit University and all scholarship entitlements are confined to those specified in this announcement. Therefore, no additional financial benefits from the RGoB/Rangsit University shall be admissible to candidates under this scholarship.
• Only those candidates who are committed to this scholarship should apply. If the candidate withdraws from the scholarship after the announcement of the interview results, the candidate shall be liable for HR action;
• Confirmation of scholarship/admission shall depend on Rangsit University, Thailand. Therefore, candidates are advised not to make major changes to their home/office life (such as handing over of work, moving out of their house etc) until the confirmation of scholarship/admission is received from the RCSC;
• Agencies must ensure that application/documents for only those Teachers teaching in Primary classes (PP to VI) with B.Ed (Primary) qualification in addition to BCSR 2018, are forwarded to the RCSC. In the event any discrepancies are found after the selection, the Agency shall be held accountable;
• Since the deadline for submission of applications to the HRDD, RCSC by the Ministry is 16-May-2022, interested candidates must submit their applications to their Ministry prior to 16-May-2022, giving the Ministry enough time to review the applications for onward submission to the HRDD, RCSC.
