Today, the House deliberated on the Pay Structure Reform Bill of Bhutan 2022 after the introduction of the Bill by the Finance Minister yesterday. The National Assembly adopted the Bill on 24/11/2022 and forwarded it to the National Council for deliberation according to the Public Finance (Amendment) Act 2012.
The Bill was assigned to the Good Governance Committee (GGC) for further review, wherein the Chairperson of the GGC presented the recommendations and the background of the amendments made to the Bill. The Committee retained most of the amendments made by the National Assembly except a few. The Committee also suggested the retention of section 16, which is on Communication Allowance, and Section 20, the Professional allowance for medical and clinical staff, as per the original Bill. Further, the Committee recommends correlating Sections 31, 32, and 33 with section 63.
During the deliberation, the Hon'ble Members raised concerns about the variable pay structure; professional allowances for medical and clinical staff; overtime session allowances; radiation allowance; vehicle quota for public servants; home leave passage; and gratuity.
The House accepted most of the amendments made by the National Assembly and the recommendations proposed by the Committee. However, some sections are reverted to the Committee to revisit the unapproved clauses along with the concerned members. The House will adopt the Bill tomorrow.
