As a part of the Civil Service Reforms (CSR), Royal Civil Service Commission (RCSC) is identifying leadership pool and grooming them strategically from a very young age to become a better fit in the service. To achieve this strategic goals, young candidates with well-rounded talents in addition to their academic achievements will be selected through a robust selection process to pursue bachelor degrees in the top-rated overseas colleges/Universities under the “King’s Scholarships Program” (KSP).
The prestigious King’s Scholarships will be implemented by the RCSC in collaboration with the Department of Adult and Higher Education (DAHE) Ministry of Education. Hence, The RCSC and MOE is pleased to announce the availability of Nine Undergraduate slots under the King’s Scholarships for the academic session 2022. Interested class XII candidates of 2021 cohort (not repeaters) from both within and outside the country meeting the eligibility criteria are encouraged to apply.
The scholarship is aimed to provide the developmental and leadership programs for nurturing strong values, loyalty and ethos for public service, sound character and dedication to serve the civil service after acquiring required knowledge and skills as envisioned herein. Hence, the program is designed to:
- provide scholarships to outstanding candidates having passion and strong conviction to serve in the civil service.
- develop a pool of future leaders for key positions in the civil service by the best and the brightest talents of the civil servants.
The candidates upon the completion of undergraduate studies are required to appear for Bhutan Civil Service Examinations (BCSE) under the category of postgraduate Diploma in Public Administration (PGDPA).
The following are the field of studies and candidates are instructed to apply only in one of the following areas.

Selection processes
The selection will consist of the following three-stage processes:
- Psychometric test
- Performance of BHSEC/overseas results
- Viva-voce
- Psychometric test: The candidates who meet the following criteria will appear for the psychometric test coordinated by Jigme Singye Wangchuck School of Law (JSWSL): Must apply only in one field.
- Must fulfill the following academic requirements;
- Must score aggregate of 70% or above in the trial examination (English and three core subjects as specified separately in the eligibility criteria below). The performance in the trial examination will be based on written (raw marks) as determined by the school. For candidates in two Schools (Drukgyel CS in Paro and Dashiding HSS in Punakha) who could not conduct trial exams owing to the pandemic, their mid-term results will be considered.
- Latest class XII (plus two equivalent) results for Bhutanese pursuing courses abroad.
Must score aggregate of 70% or above in the latest examination (English and three core subjects as specified separately in the eligibility criteria below). The performance in examination will be based on written (raw marks) as determined by the school.
- Mid-year examination (raw marks) for above two schools who could not conduct trial examination owing to pandemic.

- 70 candidates will be shortlisted in each field of study for psychometric test using above criteria (70 candidates X 9 fields of study: 70 X 9 = 630 candidates).
- Each candidate appearing for the psychometric test is required to pay Nu. 500 (Nu five hundred only) for administrative/logistic and other related cost.
- Top ten candidates will be further shortlisted for selection interview (Viva-voce) based on the scores obtained in the psychometric test and academic performance in BHSEC/Board Exams and its equivalent from overseas (2021- class XII cohort).
- BHSEC (2021-class XII cohort);
- The candidates must achieve minimum of 70% academic performance from the BHSEC/Board Exams to be eligible for the scholarship in each specific field as detailed below.

- The candidates based on merit ranking will attend the viva-voce
- Viva voce;
- The top ten candidates in each field of study will be shortlisted to attend viva voce based on: (a) psychometric test (25% weightage) and (b) academic performance of BHSEC/Board Exams (50% weightage).
- The final selection of the candidates for scholarship will be determined by the total scores obtained (25% Psychometric test; 50% academic performance in BHSEC/Board Exams or its equivalency from overseas and 25% viva-voce).
Benefits of the scholarship:
The successful candidates will receive the following benefits:
- Round trip airfare (economy class). Further, since the candidates are required to travel back to home country annually for attending the Scholarship Awardees Annual Program (SAAP), cost of airfares (economy class) will be paid by the government.
- Full tuition and other related fees
- Stipend as per the RGoB approved rate
- One time establishment and book allowance as per the RGoB approved rate V. Study tour/field trip expenses (RGoB approved rate where applicable).
NOTE:
- Psychometric Test will be Based on: (a) Trial Examination Results (raw marks) for those HSS who have completed/conducted trial exams; (b) mid-year examination result (raw marks) for those schools (exceptional cases) who could not conduct trial examination due to pandemic; (c ) final marks for students who studied abroad.
- Class XII graduates of 2021 meeting the minimum eligibility criteria are eligible to apply for relevant programs
- Tie-breaking mechanism: Tie breaking mechanism is used for students scoring equal marks in the final selection, Merit Certificate(s) will be used as first tiebreaker followed by the total of all subjects.
Registration and Selection Interview:
Phase I:
Psychometric test:
- The online registration for the Undergraduate King’s Scholarship for the Psychometric test coordinated by the JSWSL will be made available from 14th March 2022 till 8th April 2022. If the dates of Class XII Board examinations are rescheduled by the MOE, the dates of registration for the scholarships will be rescheduled accordingly. Registration after the deadline will not be accepted by the system. Please note that candidates should apply/register online using the prescribed Application Form available at education.gov.bt and www.dahe.gov.bt and follow the link Education services and choose appropriate application form.
- For online application/registration, the following documents must be ready:
- Online approved valid security clearance
- Scanned copy of class X mark sheet (front page only) for upload
- Bhutanese Citizenship Identity Card
- Scanned copy of trial examination result (raw marks)/ Mid- year result-raw marks (for those who could not conduct trial examination and latest result for those studying abroad. The results must be verified by the schools concerned.
- Index number of BHSEC/Board Exams
- Once the candidates complete applying within the deadline, the list of top seventy shortlisted candidates in each discipline will be uploaded in the website for psychometric test.
- Any error in marks/ranking will have to be notified immediately for incorporating changes in the merit ranking.
- The candidates will be notified to appear psychometric test with detailed information.
- The result for the psychometric test will be announced accordingly as determined by the JSWSL/LSAC, USA.
Phase II
The top ten candidates will be shortlisted based on the performance in the psychometric test and BHSEC/Board Exams upon fulfilling the subject requirement in each discipline for viva voce.
The candidates will be notified for viva voce through mass media or any other electronic means.
Viva voce (Final selection)
- The following documents must be produced in ORIGINAL during the selection interview, failing which the candidate shall be disqualified. ●BCSC result and pass certificate
- BHSEC/LCSCE result and pass certificate
- CID
- School Leaving and Character Certificate
- Any other merit certificates
- Candidate will be disqualified if any discrepancy is found while cross-checking the documents on the day of the selection interview. The decision of the Committee will be final and binding.
- Once the choice of study in a particular discipline is made during the selection interview, no further change will be permitted.
- If any candidate withdraws after the selection, the candidates in next merit ranking will be given preference.
- All students selected for undergraduate scholarships will have to undergo mandatory drug testing. If the selected candidates are tested positive during the drug test, the candidates will forgo the scholarship and offer it to the next candidates in ranking.
- They have to undertake Preparatory Program and Scholarship Awardees’ Annual-break Program (SAAP)
- Any changes in marks after the recheck will have to be notified at least two days before the selection interview date for incorporating changes in the merit ranking.
- The selected candidates must fulfill all requirements set by the college and universities abroad to be eligible for admission (obtaining scores in IELTS/TOEFL/SAT and others).
- In the event of discrepancies, the decision of the selection committee will be final and binding.
