The Alliance for Health Policy and Systems Research (Alliance HPSR) is an international collaboration hosted by the World Health Organization (WHO), aiming to promote the generation and use of health policy and systems research (HPSR) to improve health systems and health policy. Specifically, the Alliance aims to:- Stimulate the generation and synthesis of policy-relevant health systems knowledge, encompassing evidence, tools and methods;- Promote the dissemination and use of health policy and systems research knowledge to improve the performance of health systems;- Facilitate the development of capacity for the generation dissemination and use of HPSR knowledge among researchers, policy-makers and other stakeholders.
DESCRIPTION OF DUTIES
1. Strategy:
- Research the HPSR landscape and its trends in order to position the Alliance HPSR as the catalytic player in the development of the field of HPSR.
- Assist the Executive Director in developing the biennial work plan and budget, as well as the establishment of programme targets.
2. Partnerships:
- Build and maintain effective relationships with the Alliance existing stakeholders, including other entities/departments within WHO, national governments, multilateral and bilateral agencies, foundations, civil society and non-governmental organizations, as well as professional bodies in order to understand their perspectives and keep them informed on the Alliance HPSR strategy and operations.
3. Development:
- Identify opportunities to establish new collaborations as well as nurture existing ones and lead the development of comprehensive funding proposals.
- Negotiate with donor partners.
4. Management:
- Provide technical guidance and managerial oversight to Communication and Support teams.
- Contribute to the day-to-day running of the Alliance HPSR Secretariat, and ensure it is managed to a consistently high standard.
5. Communication:
- Lead the production of the Alliance HPSR reports and presentations to the Alliance HPSR constituents.
6. Governance and Accountability:
- Assist the Executive Director in planning and coordinating management decisions, and leads the development of technical and financial reporting to the Alliance HPSR STAC and Board.
7. Perform other duties as required
REQUIRED QUALIFICATIONS
Education
Essential: An advanced level university degree (Master's level or above) in International Health, Health Policy or related field.
Desirable: PhD in a field related to International Health, Health Policy or related field.
Experience
Essential: A minimum of 10 years of professional experience in public health and/or global health, ideally in a multidisciplinary and international context. Extensive experience working with government entities and other policy-making institutions at global and national levels. Experience in programme management, including design, coordination, implementation, monitoring and reporting of projects. Experience working for a funding or donor agency. Recognition as a global leader in health policy and systems research demonstrated through key publications.

2. Demonstrated ability in managing relationships and collaborations with stakeholders.
3. Excellent interpersonal and communication skills, including the ability to articulate complex concepts, and the capacity to negotiate and influence to achieve desired outcomes.
4. Demonstrated ability to exercise judgment and initiative, together with an ability to work collaboratively either within or across disciplines and multiple organizations.
5. Expert understanding of stakeholder networks and trends in health policy and systems research and global health, and diplomatic skills to negotiate complex alliances and partnerships on global platforms.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6214 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
