We’re Hiring: Director – Housing & City Development

Location: Gelephu, Bhutan

Organization: Gelephu Mindfulness City Authority (GMCA)

Type: Full-time, Fixed Term Appointment

About the Role

The Director – Housing & City Development will be at the forefront of shaping the future of Gelephu Mindfulness City, a visionary urban project blending traditional Bhutanese design, global best practices, and sustainable living. You’ll lead housing strategy, policy, and delivery — ensuring our city grows with inclusivity, innovation, and cultural authenticity.

Key Responsibilities

1. Strategic Planning & Policy Development

- Develop a Housing Master Plan aligned with GMC’s Urban Development Framework and Land Use Plans.

- Create policies for affordability, mixed-income communities, and overall well-being.

- Integrate traditional Bhutanese architecture with modern sustainability practices.

2. Housing Program Design & Delivery

- Oversee Public Housing, Affordable Housing, and Mixed-Use Residential Projects.

- Innovate with models like co-housing, spiritual residencies, and modular units.

- Ensure equitable housing access for youth, low-income families, and global talent.

3. Regulatory Oversight & Standards

- Establish housing regulations, quality benchmarks, and green construction standards.

- Monitor compliance with codes and social impact criteria.

- Support creation of housing authorities or housing funds when needed.

4. Stakeholder Engagement & Partnerships

- Collaborate with national agencies, private developers, NGOs, and international partners.

- Facilitate community consultations for inclusive planning.

5. Team Leadership & Management

- Lead and inspire the Housing Department and cross-functional teams.

- Build internal capacity through mentorship and training.

What We’re Looking For

Nationality: Bhutanese

Experience: 10+ years in urban planning/public policy, with strong housing focus & proven leadership

Education: Bachelor’s in Urban Planning, Real Estate, Architecture, Engineering, Economics, or Public Policy

Skills: Strategic thinking, policy expertise, communication, analytical, organizational, MS Office proficiency

Bonus Points: Private sector project delivery, overseas experience (esp. Southeast Asia/Pacific), innovative housing models
