QUALIFICATIONS

Education
Master's degree or equivalent in meteorology, atmospheric sciences, physics, mathematics, geography, geophysics, or a closely related field. A Ph.D in one of the fields would be an advantage.

Experience
A minimum of three years of national and international progressively responsible experience in atmospheric composition measurement, quality assurance and/or data management.

Other requirements
Technical knowledge in the field of atmospheric composition instrumentation and traceability; instrument technology and standardization of observing practices. Understanding of data processing, management and exchange requirements of atmospheric composition data under GAW. Knowledge of quality assurance and control, operation and monitoring of the atmospheric composition data. Experience with the programmes and activities of WMO, in particular WIGOS and/or GAW. Ability to work in a multicultural environment and to foster diversity and team spirit.

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage.

(Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)

Duties and responsibilities

Under the overall joint guidance of the Director Infrastructure Department (D/I), Director Science and Innovation Department (D/SI) and the direct supervision of the Head of the Measurement, Quality and Compliance (MQC) Unit, and close collaboration with the Head of the Atmospheric Environment Research Division, within the WMO Integrated Global Observing System (WIGOS) framework, the incumbent will perform the following duties:

(a) Support integration of atmospheric composition measurement collected from the Global Atmosphere Watch (GAW) into WIGOS, in particular with respect to quality assurance and compliance to WIGOS standards;
(b) Support development and promote quality control and monitoring of the data through the WIGOS Data Quality Monitoring System (WDQMS) and other tools;
(c) Work closely with the GAW contributing networks to ensure their integration in the GAW Station Information System (GAWSIS) and the Observing Systems Capability Analysis and Review (OSCAR)/Surface;
(d) Support coordination and harmonization of the activities of Regional WIGOS Centres (RWCs), Regional Instrument Centres (RICs), and the GAW Central Facilities (CF) in connection with atmospheric composition measurements, including development of integrated auditing process;
(e) Promote international exchange of atmospheric composition data under GAW in agreed formats;
(f) Contribute to activities targeting the development and use of appropriate data exchange formats and harmonization of the GAW data and metadata standards with WIGOS;
(g) Develop a catalogue/library of the automated quality control tools applied by the GAW station and central facilities;
(h) Support and coordinate WMO initiatives, projects and training programmes related to capacity development relevant to atmospheric composition observing networks under GAW and their compliance to WIGOS standards;
(i) Contribute to the development of guidance material and promotion of best measurement practices, including assurance of traceability of measurements;
(j) Support activities of the Commission for Observation, Infrastructures and Information Systems (INFCOM), the Research Board and in particular the work of the GAW Expert Team on Atmospheric Composition Data Management, Standing Committee on Earth Observing Systems and Monitoring Networks (SC-ON) Expert Team on WIGOS Tools, and Standing Committee on Measurements, Instrumentation and Traceability (SC-MINT) Expert Teams on Quality, Traceability and Calibration and on Surface and Sub-surface Measurement;
(k) Carry out other relevant duties as required.

 

The Secretary-General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance.

 

Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years

SALARY AND ALLOWANCES

Annual net base salary on initial appointment is: US$ 48805

Annual post adjustment on initial salary is: US$ 37189 (in addition to the net base salary)
