The Ministry of Finance, Royal Government of Bhutan has obtained a grant titled Bhutan Multi Donor Fund on Public Financial Management (PFM-MDF) (P162196) and intends to apply the grant proceeds from its component for the following services:

“Consultancy Services for enhancement & stabilization of electronic daily allowance & travel system (eDATS) of Department of Public Accounts”.

The Department of Public Accounts under the Ministry of Finance, the Royal Government of Bhutan now invites eligible individual consultant to indicate their interest in providing the services as stated in Term of Reference (ToR). The main objective of this assignment is preparation of software for enhancement & stabilization of the government official travel system that will link the eDATS with e-PEMS. A Consultant will be selected in accordance with the procedures set out, in the World Bank's New Procurement Framework (current edition). Interested Consultant may submit "Expression of Interest" via email or in a sealed envelope clearly superscripted as Expression of Interest for “Consultancy Services for enhancement & stabilization of electronic daily allowance & travel system (eDATS) of Department of Public Accounts” and may obtain further information about the services, procedures for submitting the EOI etc. from the contact address given below.

The services are expected to be rendered for four months which is subject to renewal based on the performance of the selected consultant. A terms of reference is attached.

EOIs should include, besides CV, a cover note with, description of similar assignments, experiences in similar conditions, and summary of individual’s capability, availability of appropriate skills and any other relevant information. The EOIs would be reviewed on the basis of the following requirement:

• Master Degree in Information Technology, Computer Science or equivalent with a minimum of 7 years work experience in system administration and software development; Or a Bachelor Degree in Information Technology, Computer Science or equivalent with a minimum of 10 years of work experience in system administration and software development.
• At least five (5) years of software development experiences .NET, MSSQL, API, PHP framework, MySQL & Web Services.
• Experience in working on similar projects on electronic travel system, accounting, budgeting and planning would be an added advantage.
• Demonstrated strong communication and leadership skills with the ability to promote Collaborative team environments and work well with cross-functional groups.
• Fluency in English is mandatory (oral and written)

The Expressions of Interest must be delivered/Submitted to the address below on or before 11:00 Hours (BST) on 10^th November, 2021. After the evaluation, the highest-ranked Consultant shall be asked to submit a financial proposal through email with password encrypted, which shall be subject to negotiation.
