The Human Resource Development Division, RCSC is pleased to announce the Indian Administrative Service Scholarship for 2026 intake under the Government of India funding as follows:

1. Eligibility criteria:
● Civil servants applying for this scholarship must fulfill all Long Term Training eligibility criteria prescribed in BCSR 2023.
● Notwithstanding the criteria stipulated in the BCSR 2023, waiver of the three-year service requirement for BCSE-select graduates, as provided under Section 7.7.4.9 of the BCSR 2023,
shall be granted for the purpose of applying to the IAS Course. However, the shortlisting of candidates shall be carried out based on the following order of priority:
○ 1st Priority: Those candidates who fulfill three years of service requirement and who do not have any training obligations;
○ 2nd Priority: Those who fulfill three years of service requirement but have training gap requirement;
○ 3rd Priority: Those who completed probation period but did not fulfill three years of service requirement; and
○ 4th Priority: Those who are on probation period

● Civil Servants with Master’s degrees can also apply for the IAS scholarship

Selected candidates from outside MoHA shall be transferred to MoHA and shall serve for a minimum of five years in MoHA after the completion of the course considering that many waivers and exceptions are extended for the IAS scholarship.

2. Application procedure
Interested applicants are required to submit the complete set of documents to their respective
HRD of the Parent agency, for onward submission to RCSC on or before 06 June 2026. Please note
that direct submissions of applications will not be entertained.

4. System-generated Information
The following information/documents shall be generated from the ZESt for verification. Therefore,
interested candidates need to verify and update the information by logging into the Self Service
Portal, ZESt (click here) within the scholarship application deadline.
○ CV
○ Moderation score/Performance Evaluation Ratings (IWP) for the past two financial years
○ Email address and mobile number
○ Place of posting detail for rural posting weightage

5. Entitlements:
● DSA (Nu. 750 per day) for attachment/on-the-job training with the Agencies in India
identified by the Institute as a mandatory part of the course which is not borne by GoI.
● DSA/Mileage for in-country attachment/on-the job training.

6. Special Consideration from the Commission:
● This course shall not affect three LTT limits (Section 8.11.2 of the BCSR 2023) as it shall be
considered a career enhancement and leadership course;
● This course shall be considered a career enhancement and leadership course and a candidate
will be eligible for another Master’s Degree later;
