The Ministry of Education and Skills Development is pleased to announce the availability of three (03)
scholarships for Masters in Clinical Psychology for school counsellors at Sharda University, India through
Government of India (RGoB Scholarship) for July 2026 intake as follows:

1. Benefits of Scholarship
The selected candidates shall receive the following scholarship benefits:
● Full tuition and other compulsory fees
● Stipend (RGoB approved rate for India)
● One time To and Fro airfare (economy class)
● Book Allowance per annum (as per standing rule rule)
● One time Establishment cost (as per standing rule)
● Thesis and dissertation charges, if applicable (As per BCSR and RCSC notification)
● Study tour/field trip expenses, if applicable (RGoB approved rate for India).

2. Eligibility
● Be a Bhutanese citizen
● Must fulfill all the relevant eligibility criteria prescribed in the BCSR 2023
● Only 9 (nine) candidates will be SHORTLISTED

3. System-generated Information
The following information/documents shall be generated from the ZESt and DMS/PF for verification.
Therefore, interested candidates need to verify the information by logging into the Self Service Portal,
ZESt (click here) within the scholarship application deadline

● CV
● Moderation score/Performance Evaluation Ratings (IWP) for past two financial years
● Email address and mobile number
● Place of posting detail for rural posting weightage

4. Documents required while applying
● Academic transcripts & certificate
             ○ Bachelors Degree /Post-Graduate diploma in Counseling: Copy of Certificate and Transcript
             ○ Class XII: Copy of Certificate and Transcript

● LTT review checklist duly signed by HRO (click here)
● Any certificates as supporting documents
● No Objection Letter from the working agency

5. Application procedure
Interested applicants must submit the above documents to HRD, MoESD after routing through the
respective Dzongkhag/Thromde HRC latest by 26
th March, 2026 via the link provided here.

6. Shortlisting and Selection Procedure
● The shortlisting will be carried out as per form 7/8 of the HR Manual 2023.
● All of the shortlisted candidates will have to make a 10-minute presentation on the selected
topic during the selection interview (topic for presentation will be shared with shortlisted
candidates on the day of the interview)
● Only the 3 (three) best candidates based on performance during the selection interview shall be
selected with additional 1(one) stand by candidate.

7. Post selection procedure
Upon announcement of the interview result, selected civil servants should submit the following
documents to the HRD, MoESD;
● Security clearance
● Audit clearance
● Medical Fitness Certificate

Important notes:
1. Nominations received without the endorsement of the working agency and with incomplete
documents will not be accepted for the purpose of short listing.
2. Selected candidates shall also be required to take a drug test.
3. The HRD will facilitate for the reputed university in India by July 2026. For any obligation and
others, the BCSR will be applied.
