The Members of the National Assembly led by the Hon’ble Speaker attended a Royal Audit Authority’s presentation on the Annual Audit Report (AAR) 2020 and Performance Audit Reports at Lhen-zom Khangzang. The meeting was chaired by Hon’ble Ugyen Tshering, National Council Member from Paro, Chairperson of Public Accounts Committee.
The presentation on the Annual Audit Report covered the Mandates, Background, and details of the Annual Audit Report 2020 highlighting the Annual Financial Statement, Issues of Financial Audits and Hydropower Audits, Performance Audits, and several Recommendations.
The presentation also included the RAA’s new method of reporting to the Parliament. In the current practice, the Annual Audit Report is tabled in the Parliament after one year of audited Government’s Annual Financial Statement (AFS) and deliberated after one and half years which delays the timely reporting to the Parliament. In this regard, the new method of reporting will follow the financial year reporting which will make the reports available 6 months earlier and in the same period of the Government’s Annual Financial Statement. The new report method will include the Financial Health of the Government, identify and analyze underlying causes of the audit findings, focus on both the general and specific recommendations and unresolved cases.
The presentations on the Performance Audit Reports were regarding the Performance Audit Report on Ex-Counter Travels (Short-Term Training) and Performance Audit Report on implementation and management of National Broadband Fiber Network.
The Annual Audit Report 2020 and the Performance Audit Reports will be reviewed and presented by the Public Accounts Committee to the 6th Session of the 3rd Parliament in the form of a review report for deliberation.
