The Phuentsholing Thromde Administration would like to inform all plot owners under the Pasakha and Toorsatar Local Area Plans (LAPs) that the moratorium on development-related activities is hereby lifted with effect from 30th December, 2025.

The moratorium was earlier imposed in anticipation of a comprehensive review of the Pasakha and Toorsatar LAPs. However, the proposed LAP reviews have since been cancelled to enable the Thromde to prioritize the review of the Phuentsholing Structure Plan, which provides the overarching spatial, land-use, infrastructure, and risk-informed planning framework for the entire city. Prioritizing the Structure Plan review is essential to ensure strategic coherence, prevent disjointed planning interventions, and establish unequivocal
planning directives that will subsequently inform any future LAP amendments in a consistent and sustainable manner.

All plot owners are advised that any future revisions to LAPs, if required, will be undertaken only after the completion of the review of Phuentsholing Structure Plan to ensure alignment with updated planning objectives.
