World Wildlife Fund (WWF) is Bhutan’s oldest conservation partner. The partnership began in 1977 through capacity development of local conservation staff. The support gradually evolved into a full country program with several collaborative conservation projects.
Recognizing the need to conserve Bhutan’s natural capital and immense biological diversity, WWF-Bhutan supports the Royal Government with various environmental conservation programs targeting immediate and longer-term conservation issues. The programs include research and study, education and awareness, promotion of sustainable livelihoods, and protection of terrestrial and freshwater ecosystems. Addressing human-wildlife conflict, illegal wildlife trade, and mitigation and adaptation to climate change are of paramount importance to WWF-Bhutan’s conservation works in the country.

Job Description
The M&E Officer is responsible for supporting the development, monitoring, and reporting of the Country Office’s Strategic Results Framework. The position will also ensure that all projects have robust M&E plans in place and are implemented effectively. Additionally, the role involves assisting in risk management, particularly in WWF’s Environmental and Social Safeguards Framework (ESSF), and contributing to knowledge management functions within the Country Office.
Key Responsibilities:
1. Planning
- Support the development and refinement of the Strategic Results Framework for the Country Office Strategic Plan.
- Assist in setting measurable indicators, targets, and baselines for the strategic plan and projects.
- Contribute to the design and development of project-specific M&E frameworks, M&E budgets, tools, and methodologies to ensure effective tracking of progress and impact.
2. Implementation
- Coordinate with goal leads to ensure reporting on the Country Office Strategic Results Framework is comprehensive and timely.
- Ensure project leads have a robust M&E plan in place and oversee its implementation.
- Support project teams in data collection, analysis, and reporting, ensuring high-quality and timely submissions.
- Facilitate regular monitoring reviews, evaluations, and learning sessions to assess project effectiveness and inform decision-making.
- Support the communication and marketing function with results data in publishing annual office report.
- Support data compilation and consolidation for the annual network performance overview scorecard for the Country Office.
3. Safeguards & Risk Management
- Support the M&E and Safeguards Manager in the implementation of WWF’s Environmental and Social Safeguards Framework (ESSF) across all projects and operations.
- Support in reviewing and screening proposals for environmental and social risks and ensuring appropriate mitigation measures are planned and budgeted.
- Ensure compliance with safeguard policies, guidelines, and reporting requirements for all projects.
4. Knowledge Management
- Assist in the documentation and dissemination of lessons learned, best practices, and success stories from WWF projects.
- Maintain and update a centralized knowledge management system for M&E data, reports, and assessments.
- Support in organizing learning workshops, seminars, and trainings for internal and external stakeholders.
5. Capacity Building
- Lead capacity-building initiatives related to M&E by training staff and project teams on monitoring, reporting, and evaluation techniques.
- Support the M&E and Safeguards Manager in capacity-building efforts related to risk management and ESSF to ensure compliance with WWF standards.
- Assist in strengthening knowledge management through staff training, knowledge-sharing sessions, anddissemination of key learnings.
Qualifications
- Education – Minimum of a bachelor’s degree in Social Science, Development Studies, Natural Science, Economics, or in relevant fields with formal training in Project Management, and Monitoring and Evaluation.
- Experience: At least 4 years of similar work experience is required.
- Skills and Abilities
- Familiar with participatory approaches, especially in monitoring and evaluation practices.
- Good knowledge of project cycle management (i.e., situation/context analysis, conceptual models, theories of change, monitoring, and evaluation).
- Strong analytical skills including analysis of both quantitative and qualitative data.
- Excellent written and oral English communication and organizational skills. Proficiency in Dzongkha Language is necessary. Communicates clearly and concisely orally and in writing.
- Excellent interpersonal skill with an ability to network and to develop and maintain strong relationships with project/program team.
- Understanding of the environment and social safeguards policies and procedures of multilateral organizations will be an advantage.
- Strong interpersonal skills and teamwork.
- Should be able to work independently with minimum supervision and guidance.
