Duties and responsibilities

The duties and responsibilities are as follows:

1. Process the settlement of all employee-related claims and other departmental/divisional expenditures in accordance with financial guidelines.

2. Restrict ineligible and inadmissible claims and enforce rigorous financial discipline.

3. Verify payments for completeness and compliance with financial rules and regulations.

4. Ensure all statutory deductions and other recoveries are made and remitted to the appropriate agencies/beneficiaries within the stipulated time frame.

5. Maintain proper books of accounts and other records as required by financial rules and regulations.

6. Prepare the monthly Bank Reconciliation Statement (BRS) within the first week of the subsequent month.

7. Prepare cheques, drafts, and fund transfers to ensure timely receipt by the appropriate payee.

8. Close the cash book daily and reconcile accounts to ascertain the fund balance.

9. Maintain paid vouchers in chronological order for future reference and auditing purposes.

10. Apportion budgets in the Multi-Year Rolling Budget (MYRB) according to the Annual Work Plan (AWP) approved by the Finance Committee (FC).

11. Incorporate Object Code (OBC) in MYRB as per the approved AWP and submit it for approval.

12. Assign budget lines in the electronic Public Expenditure Management System (ePEMS) according to the MYRB report.

13. Update the monthly Budget Utilization Plan (BUP).

14. Submit the fortnightly Budget Release Forecast (BRF) based on the BUP submitted by the Heads of Departments (HoDs)/Budget holders.

15. Report any system-related issues immediately to the Head of Finance (HoF) and resolve them.

16. Perform bank-related duties such as fund transfers, checkbook requests, obtaining bank statements, and following up on pending e-payment issues.

17. Ensure the safe custody of all financial documents and data.

18. Perform other responsibilities as assigned by the supervisor.
    
    

Qualifications

• Bachelor’s degree in a relevant field. Accounting or Finance preferred;

• Familiar with relevant accounting software;

• Able to carry out his/her work in an organized manner;

• Able to work independently and in a team;

• Demonstrated interpersonal and communication skills.

Working Condition

The candidate will be working in JSW Law Campus located in Pangbisa, Paro, ten kilometres from Bondey, Paro. The site is located at an altitude of 2750m above MSL. The working hours shall be as per the Conditions of the Service (CoS).
