The Forest Protection & Enforcement Division, DoFPS, MoAF would like to invite eligible consulting firms to indicate their interest in providing the services.

The CQS (Consultants’ Qualifications based Selection) method will be used for the selection of the firm as per the World Bank’s New Procurement Framework for IPF Borrowers, July 2016, Revised August 2018 available at www.worldbank.org/procure. The selected consultancy firm should complete the assignment and submit the deliverables within a period of six (6) months.

The Request for Proposal (RFP) are to be submitted in Hard copy or email. A bid should comprise Technical proposal. RFP must be delivered by 17:00 hours of 2nd June of 2021 to the following address:

The Forest Protection and Enforcement Division (FPED) of the Department of Forest and Park Services (DoFPS) has received financing from the World Bank toward the cost of the Bhutan REDD Readiness, and intends to apply part of the proceeds for the following consulting services: 

The consulting services (“the Services”) for the development of Online Forestry Services System.

The scope of the work shall include the followings:

1. Based on the User Requirement Analysis document, the consultant is expected to design System Requirement Specification (SRS) and System Design Document (SDD) of the OFS.

2. Upon accepting the SRS by the system owner, the development of OFS will be commenced by the consultant. And it is expected to be completed within six months. As mentioned in “Schedules and deliverables”, consultants should provide 1st System Demo (Proto-Type) to the system owner. All the feedback, comments, suggestions by system owner during the demo should be incorporated and 2nd System Demo should be provided to the system owner. Similarly based on the comments during the 2nd System Demo, the final demo (3rd) should be provided to the system owner having incorporated all the comments.

3. After development of the System (OFS), the testing will be initiated jointly by ICTD and DoFPS for another two months for quality and fulfillment of requirements. The consultant will fix the bugs reported during the testing within the same period.
