Under the Start-up and CSI Flagship Program (S&CSIFP), the Department of Agricultural Marketing and Co-operatives (DAMC) is pleased to invite proposals from aspiring registered Farmer Groups (FGs) and Co-operatives (Co-ops) to establish viable new Renewable Natural Resources (RNR) – based enterprises; that has the potential to grow, generate gainful employment and contribute to the national economy.

 
Guided by the Cost-Sharing Mechanism Guideline of  the Ministry of Agriculture &Forests (MoAF) and as endorsed by the Project Steering Committee (PSC) of the S&CSIFP, the Department will provide financial support for the establishment of the enterprises as follows:
 
1. For cottage-scale enterprise (total investment not exceeding Nu.1 million), the cost sharing ratio will be 75:25 (75% from the scheme and 25% by the beneficiary)
 
2. For small-scale enterprise (total investment not exceeding Nu.10 million), the cost sharing ratio will be 20:80 (20% will be borne from the scheme and 80% by the beneficiary ) but scheme contribution not exceeding Nu.1 million)
 
Conditions of the Scheme
 
The objective of the scheme is to encourage and support FGs and Co-ops start RNR based enterprises, either at a cottage scale or small scale.  RNR-based enterprise is any business that either uses an RNR produce(s) as the main ingredient or as an important component in the manufacturing or production of a finished product.
 
- RNR produce means either agricultural, livestock, dairy or Non-Wood Forest Products (NWFP). Enterprise, in this scheme, is defined as a formally registered cottage or small scale entity owned and managed by the FG or Co-op.
 
- The scheme will cover all types of equipment (food processing equipment, quality testing equipment, packaging equipment, labeling and printing equipment, etc.) or infrastructure (processing plant, stores,) which are vital component of the RNR-enterprise. The scheme will not cover the purchase of land/building/vehicles and construction of roads.
 
- Only serious innovative proposals from FGs and Co-ops with the potential and scope for- growth into a larger enterprise, creation of well-paid jobs, export or lead to some form of import substitution or fulfill a niche market, will receive priority and be important attributes for selection.
 
- Readiness to start project such as ready land, finance including beneficiary’s cost contribution and other necessities will receive priority. Proof should be included at the time of proposal submission and may be subject to verification by the committee, before or after selection.
 
- All thing being equal, preference will be given to proposals from youth groups, women groups and those to be established in rural areas.
 
Funds will be disbursed based only on progress of the establishment of the enterprise and directly to the supplier of goods or to contractors (if contractors are used in case of infrastructure construction)
 
- All proposals have to be succinct without the need for further clarifications and proofs. In the interest of time, proposals that are unclear, ambiguous and illegible may not be considered.
 
- The proposal will be evaluated and selected by the Appraisal and Selection committee formed within the Ministry of Agriculture and Forests and the decision of the Committee will be final and binding.
