1.The Royal Government of Bhutan has received financing from the Asian Development Bank (ADB) toward the cost

South Asia Subregional Economic Cooperation (SASEC) Road Connectivity Project. Part of this financing will be used for payments under the contract named above. This contract will be financed by Asian Development Bank. The eligibility rules and procedures of the ADB will govern the bidding process.

2. The Department of Roads, Ministry of Works and Human Settlement (the Employer), invites sealed bids from eligible bidders for the Procurement of Hand-held Rollers. The delivery period is 2 months from the date of signing of contract agreement.

3. National Competitive Bidding (NCB) will be conducted in accordance with ADB’s Single-Stage: One-Envelope bidding procedure and is open to all bidders from eligible source countries of the ADB as defined in the bidding document.

4. Only eligible bidders with the following key qualifications should participate in the bidding:

• Financial requirement

: Submission of audited financial statements or, if not required by the law of the bidder’s country, other

financial statements acceptable to the purchaser, for the last three years to demonstrate the current soundness of the bidder’s

financial position. As a minimum, the bidder’s net worth for the last year calculated as the difference between total assets and

total liabilities should be positive.

• Contractual Experience requirement

: Successful completion as main supplier within the last 3 years, of at least 2 contracts each valued at Nu. 4.50 million With nature, and complexity similar to the scope of supply.

6. Bidders may download the bidding documents at no cost from website www.mowhs.gov.bt

. The document shall be available for download from 9:00 AM, 7th October 2022 up to 2:30 PM, 28th October 2022

(Bhutan Standard Time). Eligible bidders who download the bidding document from the MOWHS website shall inform MOWHS in writing (and provide their contact details) at the address given above, failing which MOWHS shall not be responsible if the bidder does not receive clarifications and amendments, if any.

Bids will be opened on 28th October 2022 at 3:00 PM (Bhutan Standard Time) in the presence of bidders’ representatives who choose to attend
