Post Title: Child Protection Specialist, NOC (Bhutanese National Only)

Opening date of vacancy: 13 September 2022

Closing date of the vacancy: 26 September 2022 (mid night)

Purpose of post:

The Child Protection Specialist reports to Deputy Representative, P4 for guidance and general supervision. The Specialist supports the development and preparation of the Child Protection programme(s) and is responsible for the management, implementation, monitoring, reporting, and evaluation of the child protection programmes/projects within the country programme. The Specialist provides technical guidance and management support throughout the programming processes. H/She facilitates the administration and achievement of concrete and sustainable contributions to national and international efforts to create a protective environment for children against all harm, and to protect their rights to survival, development and wellbeing as established under the Convention on the Rights of the Child, international treaties/frameworks and UN intergovernmental bodies.

The Specialist contributes to the achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), and UNICEF’s Strategic Plans, standards of performance and accountability framework.

Minimum Qualification:

  • An advanced university degree in one of the following fields is required: International Development, Human Rights, Psychology, Sociology, International Law, or another relevant social science field.
  • A minimum of five years of professional experience in social development planning and management in child protection related areas is required. Experience working in a developing country is considered as an asset.
  • Relevant experience in programme development in child protection related areas in a UN system agency or organization is considered as an asset. Experience in both development and humanitarian contexts is considered as an added advantage.
  • Excellent knowledge on latest computer applications (e.g., word processor, spreadsheet,  information/database management software and PowerPoint presentation).
  • Ability to work in a multi-cultural environment.
  • Gender equality and diversity awareness and commitment.
  • Excellent spoken and written English skills and local working language of the duty station.

Qualification

  • At least a Master’s degree in Economics, Public Policy, Public Finance, or other relevant fields.  PhD in similar field will be an added value.

Experience

  • At least 5 years experience in policy sector programming, public financial management, or research at the national and international level, some of which preferably were served in a developing country.
  • Strong background in public economics, public finance and proven experience of conducting similar studies.
  • Experience in developing investment/business cases and conducting economic analysis is required.
  • Excellent interpersonal skills required for high level engagement with government departments and other stakeholders.
  • Demonstrated excellent writing skills, and strong communication, in particular for the development of technical documents is essential.
  • Demonstrated experience and knowledge of the latest developments and issues related to education financing system and issues related to wider public finance are essential.
  • Fluency in English (both written and verbal) is required. Knowledge of our National Language, Dzongkha is considered an asset.
