The Journalists' Association Of Bhutan is pleased into invite Expression of Interest (EOI) to develop a Guidebook on Combating Disinformation. Qualified individuals or firms may submit their EOI, along with a financial bid, to the Executive Direcctor before 5 pm, 18 march 2022. The EOI and financial bid should be accompanied by the CVs of the proposed consultants/firms containing relevant qualifications and experience.

TOR for the Consultant/Firm
Digital Literacy is poor in Bhutan despite a sizeable amount of the population being online. According to Bhutan Media Foundation's "Social Media Landscape in Bhutan," the online population is mainly seeking information and entertainment. JAB is now taking this a step further by attempting to ensure people find factual information and not "fake news" or disinformation. In order to do this, a comprehensive guidebook on identifying and countering disinformation needs to be developed.
The Bhutanese online community's inability to discern information was clearly evident during the pandemic. While experience has revealed the problem and potential, there is not enough data/ information to adequately gauge the extent of the problem and the potential. The guidebook will address this gap while providing Bhutanese the skillset to identify and combat disinformation.
The consultant/firm must be guided by the following TOR:
- The guidebook will be developed in consultation with the four groups of stakeholders that include journalists/ JAB members, CSOs, government officials and parliamentarians, and youth.
- A Disinformation Trends report will be produced based on preliminary findings. The guidebook will be based on the report. This report should present data disaggregated by age, gender, educational level, occupation, and place of residence among others.
- The guidebook should include a global look at disinformation trends.
- The guidebook should provide measures to combat disinformation and promote informational integrity.
- The guidebook must include a toolkit for identifying and combating disinformation.
- The consultant/firm must submit a draft to JAB for review and approval.
